Several years ago, Northwestern College applied to the City of Roseville <br />for approval of a Planned Unit Development, which included significant <br />changes in that portion of the college campus located in Roseville. <br />That PUD application and approval and subsequent approval included the <br />siting of a new athletic facility, accommodation of expanded parking <br />facilities, and the rerouting of roadway access and egress from the. <br />campus. All acc~ss to the campus (a significant portion of which is <br />in Arden Hills) is via access points off of Lydia Avenue in Roseville. <br /> <br />2. One of the features of the new access plan was to close the vehicular <br />egress 'at the immediate intersection of Lydia Avenue and Snelling <br />Avenue, but retain the west bound one-way access only. A new access <br />and egress point was added somewhat to the west, featuring the <br />construction of new perpendicular driveways to and from Lydia in place <br />of the existing diagonal access at the intersection of Lydia and Snelling. <br />The new access points to the west were constructed, but the original <br />access at the intersection of Lydia and Snelling was left intact. <br /> <br />3. The City is now preparing plans for the reconstruction of Lydia Avenue <br />from Snelling Avenue westerly. In accordance with the approved PUD, <br />the egress leg will be closed and the existing access drive that angles <br />northwesterly into the site will be retained. <br /> <br />4. Attached is a copy of the construction plans prepared by the City <br />Engineering Staff showing the proposed improvements to the street. The <br />driveway to be retained is shown in bold lines and type. You will note <br />that the access driveway crosses the corner of the property. Ordinance <br />requirements are that the driveway be at least 30 feet from this <br />intersection of the right-of-way lines. The College is seeking a <br />variance to allow the driveway to be left where it is. <br /> <br />5. The City's Engineering Consultants have looked at the intersection design <br />. and concluded that the driveway will work as located. This is because <br />of the distance to the south bound traffic lanes on Snelling (much <br />greater than normal) and because there is a new median to be <br />constructed in Lydia Avenue, preventing left turns in the one-way <br />dri veway. <br /> <br />6. Thus, it appears that the granting of the variance will not be a <br />problem and that the driveway access can be built as proposed on the <br />Engineer's drawing. <br />
