Basically, the church has ~een located on this property for <br />over 40 years and it has been expanded in increments over this period <br />to meet the changing needs of the congregation. <br /> <br />Last sumrne,: the church undertook a numbe. of repairs and maintena~ <br />work, including the installation of a 2-inch asphalt overlay on the <br />existing parking !ot. Mr. Lund states that the chcrch was unaware that <br />this parking Jot repair requir~d a permit from the C;ly of RDsevil~e. <br />The church relied on the contractor to secure all of the nece~ary <br />permits and the contractor faiJed to do so. <br /> <br /> <br />The problem with this situation is simply that the work that was done <br />or. the parking lot, while arguably an improvement over the existing <br />conditions, does not meet current City Code requirements. Specifically, <br />the Code requires concrete curbing around the perimeter of' the parking <br />JUt. City plans aJso call for sidewalks to be instalJed along County <br />Road C-2. It is the policy in the City of Roseville (as well as most <br />other ':Or!lmunities) to require nonconforming buildings and lots to come <br />into compliance with current Coda requirement5 whe.l a new permit, or <br />other planning action, ~ ne~ded on the property. <br /> <br />Since the work has already bp.en done, the church is applying for a <br />variance to officJaJJy gain relief from the requirement. to instalJ <br />concrete curbing. As with all variance appJications, the focus of review <br />should be on the hardship that exists to justi fv this departure from the <br />strict enforcement of the Code. <br />
