See the ~ite plan attached as <br />Exhibit B. There ar~ no substantive chan;es from the Brutger <br />proposal to the current pr~posal. <br /> <br /> <br />The property is zoned fi-3A and the project as proposed would <br />have a density of 18.34 units per acre. This is an acceptable <br />density per your zoning code and in fact this project. if approved. <br />will have a dwelling unit per acre density of less than a majority <br />of tt-.e lUul ti -fam 1 y developments 'lhich currently exist in <br />Roseville. See attached Exhibit c. <br /> <br />. <br />YOUL zoning code states t~at in the R-3A 20ninq district any <br />bUilding over twenty-four units ~iil require a special use permdt. <br />If the developer would have chosen to build this project in three <br />separate buildings of twenty-fo~r units each. you would h,ve had to <br />issue a builcing permit. Three twenty-four unit buildings would be <br />2 permitted use in the R-3A zonin~ district and when there is a <br />permitt~ use. a bu:;,lding permit must be iss~~. Due to cost <br />=onstraints. ~be developer chose to build one bU11ding of seventy- <br />thre~ uc.i ts rather than thr~e twenty-four unit bui J dings. Ooe <br />buDding as proposed by the developer does I\ot increase che density <br />per acre fr~ the three buildinq perRdtted use. <br /> <br />This proj6ct h~~ the approval and t"econnendation of your <br />sta.f. The pl&nnin'J corrmission has reccmmended granting the <br />developer the spprial use p~rmit. <br /> <br />At the public hearing held on this matter on Jul, 30. 1990, <br />there was neighborhood opposition to tne proj~ct based on their <br />percepti~n that this project would cause traffic problems in the <br />neighborhood. In attempting to addres9 those concerns. both the <br />city and the developer requested t~at representativ~s of HN DOT ~ <br />present at the hearinq. KN OOT.s re~r~Aentatives reviewed the <br />traffic situation and stated that the project as designed would b~ <br />a~proved by them. '!'bey a1 '3'" 3tated that the tv'J exits on Rice <br />Street and Minnesota street were the best d~si9n configuration for <br />the ;Jroiect to e1i~inatp. traffic 1>roblems. 'l'h.e city's IIJnQi.neer <br />stated that both Minnesota Street and Rice Street have the design <br />capacity to handle the minimal percentage increase in traffic that <br />will be creat~d by this project. <br /> <br />No onf!' from the neighborhood has present.ed any d~finitive <br />evidence except their opinion that the project will ha~~ a ne9aliv~ <br />impa~t on neiqhboz:hocd traffic.
