Mr. Colon recently <br />received a Notic~ from yo~ stating that a request by Marna Hellberg <br />for a vacation of a drainage e~sement over her real property located <br />at 1228 Jos~phine Road in Roseville, Minnesota i3 scheduled to be <br />heard oy the Roseville Planning Commission cn July 11, 199', and by <br />the R03evillc City Council Dn July 23, 1990. <br /> <br />, '. <br />" <br /> <br />.'~ <br /> <br />- <br /> <br />Following my rE:cent conversation with Mr. Keel of your engineering <br />departmentw it is my understanaing that tne P[~posed vacation of the <br />drainage eaement IS similar to a release given to Mr. Lawrence UlricA <br />(1221 Belail Cir~le) last year. In the Ulrich ~acation matter, I was <br />told that since the City Counci} took action in 1979 to release tbe <br />easeme~t as a result of the Rice Cr~~k Watershed District <br />constructing an alternative storm sewer system, the City feels <br />obligated t~ formally vacat~ the easement now. As I expressed in my <br />correspondence to the Ros~ville City Council in the Ulrich request, I <br />am concerned hy the fact tnat storm water flvws from other properties <br />(incl~rling M~. Colon.s) in tne area which are higher in elevation <br />onto tne UlrIch and Mellberg properties. This condition cooti~ues to <br />~~i~t pvpn thou~h the ~ice Creek Watershed District's storm sewer <br />system has be~n installed. T~eretoret any vacaciuo vr lh~ Jr~in~;c <br />easemen~ should be limited to ~he ~xtent neederl t~ accomm~ate the <br />existing flo~ ot storm water onto the Hellberg propelty. <br />
