Police Civil Service Commission <br />Meeting Minutes <br />Tuesday, April 2, 2013 1:00 pm <br />City Hall Elm Room, 2660 Civic Center Drive <br />Roseville, Minnesota 55113 <br />Commissioners Present: <br />Chairperson Brad VanderVegt, Commissioner pon Drackert and Recording Secretary Zoe Jenkins <br />Others Present: <br />Chief Rick Mathwig <br />1. The meeting was called to order by Chairperson VanderVegt at 1:07PM. <br />2. The Agenda for today's meeting was reviewed and approved as submitted. <br />3. The minutes of the February 5, 2013, meeting were reviewed and unanimously approved. <br />4. Chief Mathwig discussed the National Officer Selection Test. This new test measures the basic <br />skills of reading, writing, arithmetic and report writing. It has shown to predict training success <br />and job performance. It is used nationwide and is backed by considerable research. Chief <br />Mathwig explained that the previous resume screening tool did not seem to be identifying <br />candidates properly. He hopes this new test will solve this problem. The candidates will pay for <br />the test. There will be a scholarship fund established for those who need assistance. The test <br />will be given at Roseville High School on a Saturday. This written screening tool is expected to <br />meet the Department's needs. If it does not other arrangements will be made. The <br />commissioners commended the Chief and his staff for searching for a new instrument to insure <br />the continued high quality of candidates for the Police Department. It was moved and seconded <br />to certify the new hiring process as described by Chief Mathwig. <br />5. Chief Mathwig told the commissioners there is an opening for a sergeant as the result of a <br />retirement. There is also an opening for an officer. <br />6.
