Regular City Council Meeting <br /> Monday,November 10,2014 <br /> Page 20 <br /> At the request of Councilmember Laliberte, City Attorney Bartholdi clarified that <br /> the City would be responsible for the costs of closing the monitoring wells, and <br /> annual costs of approximately$6,050 for continued well monitoring and reporting <br /> to the MPCA. <br /> Roll Call <br /> Ayes: Willmus, Etten, McGehee, Laliberte, and Roe. <br /> Nays: None. <br /> c. Canvass Election Results <br /> A bench handout consisting of a municipal election abstract from Ramsey County <br /> was presented at the dais., <br /> Mayor Roe recognized the high voter turnout for Roseville, and expressed his <br /> pride in the community for their continued participation in the election process. <br /> Etten moved, Laliberte seconded, declaring the municipal candidates elected to <br /> the office of the City Council, as detailed in the RCA dated November 10, 2014. <br /> Roll Call <br /> Ayes: Willmus, Etten, McGehee, Laliberte, and Roe. <br /> Nays: None. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:24 p.m. and reconvened at approximately <br /> 8:32 p.m. <br /> d. Consider Extending the Term of Cable Television Franchise Ordinance and <br /> Agreement Held by Comcast of Minnesota, Inc. <br /> Mayor Roe introduced Michael Bradley, with the law firm of Bradley, Hagen, & <br /> Gullickson and representing the North Suburban Commissions Commission <br /> (NSCC); and asked City Manager Trudgeon to summarize this request as detailed <br /> in the RCA and attachments dated November 10, 2014. <br /> Mr. Bradley concurred with City Manager Trudgeon's summary of the docu- <br /> ments, and expanded on the background information somewhat by addressing the <br /> two main documents the NSCC has with Comcast: the cable franchise held by <br /> each of the ten member cities, and the Memorandum of Understanding (MOU) <br /> between the NSCC and the cable operator, and the purpose of each document, <br /> both presented for a two-year extension as agreed to by both parties. <br /> By approving this extension, Mr. Bradley noted that formal negotiations will be <br /> suspended with that action, an advantage that the NSCC took under consideration <br /> in accepting the extension agreement with Comcast, with that contingency incor- <br /> porated in the agreement before the City Council. <br />
