Mr. Miller clarified that re- <br /> maining revisions were typically inflationary in nature. <br /> Councilmember Willmus took note of several Appeal fees (page 16 of Attach- <br /> ment C), seeking further review and consideration before this came back for for- <br /> mal adoption, and whether they supported that level of a fee for an appeal. Coun- <br /> cilmember Willmus opined that this was a significant fee, and expressed his lack <br /> of interest in supporting such a substantial amount. Councilmember Willmus also <br /> noted the significant fee increase for Conditional use applications (page 15). <br /> At the request of Finance Director Miller to determine if the fee increases shown <br /> were accurate or typographical errors, Community Development Director Paul Bi- <br /> lotta advised that some of the suggestions may need further consideration and re- <br /> finement, but were tied to reducing the residential variance appeal fee and match- <br /> ing it for commercial variance appeal fees. <br /> At the request of Councilmember Willmus regarding Conditional Use permit <br /> fees, Mr. Bilotta advised that history shows that these "escrow" accounts were <br /> never tapped into, and staffs questioning of why those should be added onto the <br /> initial fee; and simply incorporate it into the fee to simplify the application pro- <br /> cess. <br /> City Manager Trudgeon opined that the use of the term "escrow" may be adding <br /> to the confusing, clarifying that it was actually part of the deposit from which <br /> staff drew down funds over time and as applicable. <br /> Councilmember Willmus opined that it still represented an upfront cost for some- <br /> one to pay. <br /> Mayor Roe suggested further staff review of these items as discussed tonight ra- <br /> ther than taking action, as originally proposed by staff, at tonight's meeting. <br /> Councilmember Laliberte expressed her preference that this item return and be <br /> placed earlier on the agenda to allow public comment and participation rather than <br /> having to wait until the end of the agenda. <br /> Mayor Roe suggested the item be included as part of the standing Agenda's <br /> Budget Item. <br /> On page 6, under `Parking", Councilmember McGehee noted a number of fees <br /> that seemed to be inconsistent with State Statute, and questioned whether this was <br /> an additional fee on top of those fees. Also, Councilmember McGehee ques- <br /> tioned the accuracy of fees for blocking fire hydrants; and noise complaints and <br /> whether or not the City had equipment to measure noise decibels, and if not, why <br /> charge a fee for it.
