Regular City Council Meeting <br /> Monday,November 17, 2014 <br /> Page 11 <br /> a. ISD 623 Superintendent Dr.John Thein: State of the District <br /> Mayor Roe introduced and welcomed Dr. Thein to the meeting. <br /> In turn, Dr. Thein, as a Roseville citizen, expressed appreciation to individual City <br /> Councilmembers for their service, and congratulated those recently re-elected. <br /> Dr. Thein noted that, when moving to Roseville twenty-seven years ago, he was <br /> the youngest administrator in the District at that time, and now as he moved to- <br /> ward the end of his career, he considered himself the most experienced adminis- <br /> trator in the District, recognizing the many changes as the District had grown, <br /> along with the community and student body much different than when he arrived. <br /> Presentation <br /> Dr. Thein presented an updated Demographic Report for Roseville Area Schools <br /> dated October 2014,prepared by the Department of Teaching and Learning. <br /> At the request of Councilmember McGehee, Dr. Thein clarified that student popu- <br /> lation changes, particularly students of color, remained fluid and was driven by <br /> students, with students accepted from outside the district as space becomes avail- <br /> able, with residents served first, and open enrollment closed at many of the <br /> schools due to their being full. <br /> At the request of Mayor Roe, Dr. Thein defined "racially isolated" meaning that <br /> each could learn and grow from each so-designated school district other and the <br /> gift that diversity is for students as they compete against the world, not just local- <br /> ly, and run into various cultures and diversities. <br /> At the request of Councilmember Laliberte, and as he addressed in more detail <br /> later, Dr. Thein noted that the District currently had sixty different home lan- <br /> guages spoken. Dr. Thein noted that the immigrant population understood well <br /> that to be successful, education is the answers, and expressed his appreciation of <br /> those parents being very involved and interested in their students' education. <br /> Following his presentation, Dr. Thein reviewed individualized technology offer- <br /> ings at two sites for seventh and eighth graders (e.g. I-Pad Initiatives), and a pilot <br /> program training teachers first and integrating that into the classroom, providing <br /> an effective and positive return on that public money investment. Dr. Thein fur- <br /> ther reviewed the success of year-round classes, dual immersion classes and stu- <br /> dent interaction, and hopes to expand language offerings into the middle school in <br /> the future. <br /> Councilmember McGehee personally thanked the District for offering the immer- <br /> sion program; and asked for an update from Dr. Thein on implementing vocation- <br /> al training at the high school level. <br />
