<br />COMPREHENSIVE PlAN AMENDMENT <br /> <br />TWIN LAKES AREA <br /> <br />Page 3 <br /> <br />3) The City encourages Multiple Residen- <br />tial uses where they can take advantage <br />of the amenities offered by the parks: <br />south of Oasis Park, and in a mixed <br />Office/ Residential area on the west <br />..s.iqe of Langton Lake. <br /> <br />4) The City encourages existing uses, most <br />notably the trucking operations, to stay <br />as long it is in their best interest to do <br />so. If the City should decide to rezone, <br />the City will adopt zoning which allows <br />these existing uses to remain and ex- <br />pand, while at the same time encourag- <br />ing and assisting quality redevelop- <br />ment, consistent with this Plan <br />amendment, by those property owners <br />who wish to do so. <br /> <br />5) The City encourages quality site design <br />in new developments, to include <br />landscaping, berming, lighting, location <br />of buildings, parking and access, and <br />other elements which will ensure com- <br />patibility with adjacent land uses, and <br />with their own internal functioning. It <br />will be the responsibility of new devel- <br />opment to ensure compatibility with <br />existing uses, not vice versa. <br /> <br />Proposed Land Use <br /> <br />The proposed land use in the Twin Lakes <br />Area breaks down approximately as follows: <br /> <br />Business <br />Office <br />Office/Service <br />Office/Residential <br />High Density Residential <br />Low Density Residential <br />Parks <br />Right-of- Way <br /> <br />TOTAL <br /> <br />97. 8 acres <br />30.6 acres <br />47. 0 acres <br />10.5 acres <br />7.9 acres <br />12.1 acres <br />42.3 acres <br />32.8 acres <br /> <br />281.0 acres <br /> <br />Transportation <br /> <br />The area presently has excellent access to the <br />highway system via Cleveland Avenue onto <br />1-35W, and Snelling Avenue to Highway 36 or <br />1-694. County Road C on the south is a major <br />collector roadway, providing access both to the <br />major highways at either end of the study area <br />as well to other areas in the City to the east <br />and west. Fairview Avenue links the study <br />area with the Rosedale area to the south. <br /> <br />Affecting the transportation system in the <br />study area is the closing of County Road C2 <br />across Langton Lake as part of the project to <br />improve the park. This will eliminate an east- <br />west connection within the study area, forcing <br />more traffic onto County Road C. Many of the <br />properties are large parcels under one owner- <br />ship, and there is very little in the way of a <br />secondary roadway system serving them. As <br />such they would be more difficult to redevelop <br />for land uses requiring greater access and <br />visibility. Other than the major perimeter <br />roadways: Cleveland, Fairview, Snelling, and <br />County Road C, the only other public streets <br />in the study area are a short segment of Prior <br />Avenue north of County Road C, a short seg- <br />ment of Terrace Drive east of Fairview Ave- <br />nue, the two segments of County Road C2 <br />which will terminate at the Lake, and Lincoln <br />Drive and the frontage road west of Snelling. <br />These do not provide the kind of intercon- <br />nected roadways needed for an efficient and <br />effective transportation system in the area. <br /> <br />An independent traffic study for the area <br />prepared by Barton-Aschman Associates indi- <br />cates that County Road C is experiencing in- <br />creased traffic loads and is likely to exhibit <br />significant traffic problems at key intersections <br />in the future. An alternate east-west route <br />within the study area, partly to replace County <br />Road C2 and partly to carry additional devel- <br />opment traffic, will be needed to adequately <br />handle traffic in the area and to reduce the <br />load on County Road C. Another problem <br />area for traffic is on Cleveland Avenue where <br />the 1-35W ramps intersect. This intersection is <br />presently only about 600 feet north of the <br />intersection of C and Cleveland. <br /> <br />CITY OF ROSEYILLE <br />
