And, office buildings of3 to 5 stories, using horizontal fenestration <br />banding, should complement each other in elevation, placement on the site, colors <br />and exterior materials. <br /> <br />4) Restrict new industrial or redevelopment business/service vehicle access to County <br />Roads and private, internal driveway systems. Require design standards such as <br />walls, berms or landscape buffers between industrial and office, retail, and <br />residential uses where loading docks, driveways, and parking lot configuration <br />causes noise, odors, and lighting to be directed beyond the industry. <br /> <br />5) Adopt site design standards similar to those outlined in the Twin Lakes Design <br />Standards to require screening and noise mitigation of outdoor loading and storage, <br />and activity areas from street and adjacent properties, screening dumpsters and <br />loading areas, providing landscape and green-area buffers between buildings, <br />parking lots and signage and adjacent residential areas, and by limiting lighting or <br />directing it away from adjacent areas. <br /> <br />6) Install sidewalks consistently through the area. <br /> <br />7) Encourage the construction of mixed-use buildings with scale and detailing <br />appropriate to the surroundings. <br /> <br />8) Where feasible and meeting State standards and City policies, utilize tax increment <br />fmancing and other fmancial tools and grants to assist property owners and <br />developers to remodel or redevelop their properties consistent with the Twin Lakes <br />Master Plan adopted as part of the Comprehensive Plan. Utilize City Brownfield <br />revolving business loans in cooperation with local banks to assist existing business to <br />remediate contaminated sites. <br /> <br />9) Encourage improvement of visual attractiveness of property, buildings and public <br />rights-of-way and buffering around pre-existing, non-conforming industrial uses. <br /> <br />10) Create redevelopment opportunities for property owners and developers on sites that <br />are underused or not meeting current codes. "Underused" means buildings not <br />covering at least 25% of the site, and land value at or below the average for the study <br />area. <br /> <br />11) Identify contaminated sites, determine the extent of the problem; identify remedial <br />actions to be undertaken by the owner to mitigate; and identify and secure fmancial <br />incentives to complete the work. <br /> <br />4 <br />
