November 6, 2000

Dennis Welsch
City of Roseville
2~60 Civic Center Drive
Roseville, MN. 55113

t-

Re: Twin Lakes Parkway - Planned Land Use

Dear Dennis;

As managing agents for the St Paul, we are expressing their concern over the proposed
redevelopment plan you will present to the Planning commission on November 8, 2000.
The St Paul owns property in the parcels designated as area's 10 and 12 of the plan.
Based on the current zoning and active uses in these parcels they would like to see' a
continuation of current allowed uses or at the very least, a higher percentage of High
Tech Flex versus Office or Multi Residential.

As mentioned to you at the meeting, the current properties house 20 viable businesses
that employ approximately 800 people. Many of these businesses have been at this
location for over 10 years and have leases that run through 2005 and beyond.

Although the buildings were built in the sixties, The St. Paul has made a substantial
investment in roof replacement and maintenance to see that they have an extended
useful life for another twenty years or beyond.

Please consider this owner's commitment to the Roseville area before adapting a plan
that would discourage them from continued ownership or force these businesses to
move to other communities.

Sincerely,

~ohn I.
