<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />DATE: 12/13//00 <br />ITEM NO: 8b <br />~~~9;C~ Approval: Manager Approved: Agenda Section: <br />~~'U CONTINUED HEARINGS <br />Item Description: Twin Lakes Master Plan Renewal Strategy Hearing (PF3232) <br /> <br />1.0 BACKGROUND <br />On November 8, 2000, the Planning Commission continued the Comprehensive Plan <br />amendment public hearing and action on the Twin Lakes Renewal Strategy to allow <br />more time for Commission input. Subsequently, three exercises were supplied to the <br />Commission as an aid in evaluating the scenarios for the December 13 meeting. <br /> <br />Attached is a copy of the Year 2000 Twin Lakes Renewal Strategy for the Planning <br />Commission's review and recommendations. <br /> <br />1.1 On November 8th the Planning Commission opened a public hearing on the Twin <br />Lakes Renewal Strategy - which is an amendment to the City Comprehensive <br />Plan. At the Planning Commission meeting in October the proposed Twin Lakes <br />Master Plan Renewal process was explained. The planning process and the <br />amendment should achieve the following: <br /> <br />1.1.1 evaluate and update the original 1988 Master Plan; <br />1.1.2 incorporate the amendment in 1996 based upon the Twin Lakes Parkway; <br />1.1.3 evaluate changes in the Business Park market <br />1.1.4 ensure that redevelopment will maximize the City's current and future <br />investment policies and strategies <br />1,1.5 evaluate the environmental impacts based upon the amended master plan <br />through an Alternate Urban Area-Wide Review (AUAR) - if needed, <br />which is an acceptable process by the Environmental Quality Board per <br />Section 4410.3600 of the regulations for environmental review of <br />development areas. The content and form of the AUAR must be similar to <br />an Environmental Assessment Worksheet (EA W) with the level of <br />analysis comparable to an Environmental Impact Study (ElS). <br />1.1.6 collaborate with the I-35W Coalition build out plans and other state and <br />county agencies plans to strengthen linkages among jobs, transportation, <br />and housing. <br /> <br />1.2 Another important element of the renewed master plan process is to more closely <br />evaluate future land uses and identify the costs, returns and impacts for the City. <br /> <br />1.3 It is critical that new development within Twin Lakes complements (as much as <br />possible) the uses and public investments in other Roseville redevelopment areas <br />such as Gateway, Patton Road, Gateway West, Tower Place, and Centre Pointe. <br /> <br />PF3232-PCA(121300) Page 1 of5 <br />
