<br />B The plight of the land owner is due to circumstances unique to the property not <br />created by the land owner: The mature stand of trees makes sign placement on <br />the property, specifically the front yard adjacent to Lexington Avenue, almost <br />impossible without moving the sign toward the west property line. <br /> <br />C The variance, ifgranted, will not alter the essential character of the locality: <br />The Roseville Planning Commission determined that the placement of a <br />monument sign one foot off of the western property line would not alter the <br />essential character or the locality nor adversely affect the public health, safety or <br />general welfare, of the city or adjacent properties. The sign in its proposed <br />location will not hinder vehicles attempting to turn north or south onto Lexington <br />A venue nor will the sign limit the ability to place a path within the existing right- <br />of-way. <br /> <br />WHEREAS; the Roseville Planning Commission held a public hearing regarding the <br />Brentwood Town Office request on May 1, 2002, and concluded that the variance request was <br />reasonable and meets the hardship test, and voted (6 - 0) to recommend approval of the 14 foot <br />setback variance, subject to the following conditions: <br /> <br />A. The monument sign must be no more than eight feet in height. <br /> <br />B. Perennial plantings and/or shrubs be placed below the sign between the two <br />columns, and east slightly towards the parking lot. <br /> <br />C. Any lighting of the sign (no street or residential glare allowed) be concealed at <br />grade. <br /> <br />D. A sign permit must be issued specifying the approved location and variance <br />conditions. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, by the Roseville City Council, to grant <br />Brentwood Town Offices a 14 foot variance to Section 1009.03M, allowing the installation ofa <br />ground mounted (monument) sign one foot from the property along Lexington Avenue; property <br />addressed as 2332 to 2340 Lexington Avenue; based on the findings and conditions indicated <br />above. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Council <br />Member , and upon vote being taken thereon, the following voted in favor <br />thereof: <br /> <br />and the following voted against the same: <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br /> <br />Page 2 of2 <br />
