<br />A. The property in question cannot be put to a reasonable use if used under <br />conditions allowed by the official controls: The City staff has determined that <br />the property cannot be put to reasonable use under the official controls. <br />Brentwood Town Offices should be allowed visible signage. Facade signage <br />would be more difficult to see than a ground sign. The existing trees block a clear <br />view of a facade or monument sign at the required setback. Additionally, the <br />site's grade at the optimal sign location slopes east toward the parking lot adding <br />to the visibility problems. Another factor staff has considered is the amount of <br />boulevard along Lexington Avenue. Currently, the east side of Lexington Avenue <br />has a boulevard from curb to property line of approximately 33 feet <br /> <br />B. The plight of the land owner is due to circumstances unique to the property not <br />created by the land owner: The mature stand of trees makes sign placement on <br />the property, specifically the front yard adjacent to Lexington Avenue, almost <br />impossible without moving the sign toward the west property line. <br /> <br />C. The variance, if granted, will not alter the essential character of the locality: <br />The Community Development Staff has determined that the placement of a <br />monument sign one foot off of the western property line would not alter the <br />essential character or the locality, nor adversely affect the public health, safety, or <br />general welfare, of the city or adjacent properties. The sign is very tasteful and its <br />location will not hinder vehicles attempting to turn north or south onto Lexington <br />Avenue, nor will the sign limit the ability to place a path within the existing right- <br />of-way. <br /> <br />5.0 POLICY & FISCAL IMPLICATION <br /> <br />5.1 There are no additional fiscal implications and no public infrastructure improvements or <br />extensions necessary. <br /> <br />6.0 STAFF RECOMMENDATION W jCONDITIONS: <br /> <br />6.1 The Community Development Staff recommends approval of a14 foot variance to <br />Section 1009 .03M of the Roseville City Code, allowing the installation of a ground <br />(monument) sign one foot from the west property line, for property located at 2332 to <br />2340 Lexington Avenue, subject to the following conditions: <br /> <br />A. The monument sign be no more than eight feet in height. <br /> <br />B. Perennial plantings and/or shrubs be placed below the sign between the two <br />columns, and east slightly towards the parking lot. <br /> <br />C. Any lighting of the sign (no street or residential glare allowed) be concealed at <br />grade or on fixtures within the sign structure. <br /> <br />D.
