<br />Road D and Highway 88. SuperAmerica speaks highly of the Roseville market and is <br />seeking to add a fourth store at this location on Rice Street. Based on the compliance <br />with all design standards, staff recommends approval of a resolution approving a <br />conditional use permit for SuperAmerica at 2295 Rice Street subject to the applicant <br />providing for a 16.5 foot easement along Rice Street for future road and utility <br />construction. The site plan will be adjusted to make sure the underground tanks and drive <br />aisle are not within the easement. The applicant should also locate driveways as far west <br />on the site as possible and pay for the traffic study. <br /> <br />Council Action: <br /> <br />1. On February 26, 1996, the Council continued consideration of the Super America request. <br />The Council asked for further information regarding the following: <br /> <br />!U More evergreens. <br />III Resolve 10 foot versus 16 foot road easement needs. <br />0. Resolve the location and size of water utility easement issue. <br />.Q} Establish a firm setback for the monument sign and a firm location. <br />~ Reduce confusion in traffic report regarding number of spaces and circulation. <br />1) Detail oflandscape screening the 15 foot buffer between B-2 and R-2 zones using <br />evergreens. <br />ill Decibel level of car wash - Tim Nelson. in his presentation. had some data that <br />may be useful. <br />h1 Exit drive on Woodbridge from pumps to be as far west as possible to allow for <br />stacking on Woodbridge and turning movements from Rice Street to Woodbridge. <br />n Agree on how to record SuperAmerica's agreement to move curbs/plantings at no <br />City cost. (Perhaps an agreement written by City Attorney?) <br /> <br />Council Action SU22ested: <br /> <br />1. Motion to approve SuperAmerica Inc. request for a conditional use permit to construct a <br />station/store with a car wash at 2295 Rice Street with the following conditions: <br /> <br />a. The applicant shall provide for the appropriate easement necessary to provide for <br />the expansion of Rice Street. <br />b. The applicant shall provide monument signage along Rice Street with appropriate <br />setbacks or variances granted per the site plan presented to the City Council. <br />c. The applicant and staff shall prepare a proof of noise abatement program which <br />will indicate at what noise level SuperAmerica is responsible for providing more <br />sound deadening or removing noisy equipment and changing hours of operation. <br />d. The applicant agrees to move that portion of the curb along Rice Street should it <br />be necessary to accommodate future road construction along Rice Street at no <br />cost to the City. <br /> <br />5 <br />
