<br />c. The applicant and staff shall prepare a proof of noise abatement program <br />which will indicate at what noise level SuperAmerica is responsible for <br />providing more sound deadening or removing noisy equipment and changing <br />hours of operation. <br />d. The applicant agrees to move that portion of the curb along Rice Street <br />should it be necessary to accommodate future road construction along Rice <br />Street at no cost to the City. <br />e. Site plan be modified to insure that the underground fuel tanks are at least 2 <br />feet beyond the potential future 16-1/2 foot easement along Rice Street. <br />f. The applicant commits to work with Roseville City staff to resolve any future <br />issues that may arise from the operation of this proposed facility. <br /> <br />At the Planning Commission meeting, a suggestion was made that the applicant consider canting <br />the pump island in order to allow the maximum separation between the Minnesota Avenue access <br />point and Rice Street. Staff and the applicant met to discuss this issue and have concluded that <br />the safest and best traffic flow results by leaving the pump islands in the original configuration for <br />the following reasons: <br /> <br />1. By canting the pump island, the Woodbridge access gets closer to Rice Street. <br />2. The Woodbridge access also gets closer to the 16-1/2 foot potential future easement. <br />3. The proposed driveway access on Minnesota, currently lines up with an access point on <br />the south side of the street. Canting it would offset this relationship. <br />4. The applicant is trying to save two oak trees on the site. By canting the pump islands and <br />moving the access points, these trees would be lost. <br /> <br />Staff Recommendation: <br /> <br />1. SuperAmerica is proposing to construct a 3500 sq. ft. station/store with a car wash at <br />2295 Rice Street. The property is zoned B-2 Retail Business. The proposed <br />SuperAmerica will be masonry construction with a brick exterior. The applicant has met <br />each of the criteria relating to automobile service stations, they are not requesting any <br />variances, either to setbacks or design standards, and will actually be lessening the amount <br />of impervious surface on the site. <br /> <br />2. SuperAmerica currently operates three stores in Roseville. One is located at 2785 N. <br />Hamline Avenue, one at 2172 N. Lexington Avenue, and their new facility at County <br />Road D and Highway 88. SuperAmerica speaks higWy of the Roseville market and is <br />seeking to add a fourth store at this location on Rice Street. Based on the compliance <br />with all design standards, staff recommends approval of a resolution approving a <br />conditional use permit for SuperAmerica at 2295 Rice Street subject to the applicant <br />providing for a 16.5 foot easement along Rice Street for future road and utility <br />construction. The site plan will be adjusted to make sure the underground tanks and drive <br />aisle are not within the easement. The applicant should also locate driveways as far west <br />on the site as possible and pay for the traffic study. <br /> <br />4 <br />
