<br />REQUESTFORCOUNC~AcnON <br /> <br />DATE: 10/27/97 <br />ITEM NO: C-l <br /> <br /> <br />Manager Approved: Agenda Section: <br />CONSENT <br />Rick Rogowski request for a minor variance for a driveway at 398 <br />Minnesota Avenue (PF#2970). <br /> <br />1.0 REQUESTED ACTION <br /> <br />1.1 Rick Rogowski is requesting a minor variance to reduce the side yard setback of a <br />driveway to one foot for the purpose of expanding an existing driveway at 398 <br />Minnesota Avenue. <br /> <br />Requirement <br /> <br />Proposal <br /> <br />Variance <br /> <br />Driveway Setback - 5' <br /> <br />l' setback <br /> <br />4' variance <br /> <br />2.0 BACKGROUND <br /> <br />2.1 Rick Rogowski owns a home at 398 Minnesota Avenue. The property is zoned R-1 <br />Single Family Residential and adjacent land uses are all single family residential. <br /> <br />2.2 Mr. Rogowski is requesting a variance from Section 703.048, City Code, to allow <br />the placement of a driveway less than five feet from the side property line. The <br />applicant would like to create an additional parking space on the side of an existing <br />attached garage. This parking area could be used for storage of a recreational <br />vehicle or as an additional off-street parking space. The lot is only 80 feet in width <br />and slopes from front to back creating a walk-out. Mr. Rogowski would like to have <br />an additional off-street parking space on his property and this is the only location <br />where such a parking space is possible. The substandard width of the lot and <br />the topography of the lot creates a practical difficulty for the applicant. <br /> <br />2.3 It is the policy of the City of Roseville to issue minor variances for driveway side <br />yard setbacks when there is a hardship or practical difficulty, provided the property <br />is located in an R-1, Single Family Residential District, and used for residential <br />purposes. <br /> <br />2.4 Section 703.048, City Code, states, "residential driveways shall be constructed so <br />that the edge of the driveway nearest to the side lot line shall be a minimum of five <br />feet from the side lot line." <br /> <br />PF#2970 - ReA (10/27/97) - Page 1 of 2 <br />
