Kranz
Montpetit, Freiling & Kranz
Attorneys at Law
Suite 100
222 Grand Avenue West
South Saint Paul, MN 55075-1139

RE: James Telstad Variance Application.

Dear Mr. Kranz:

Thank you for your letter dated September 20, 2001 pertaining to the application submitted on
behalf ofMr. James Telstad requesting a variance to replace a damaged shed on property located
at 2993 Fairview Avenue. The Community Development Department has reviewed the
application, narrative, and site plan and has determined that the application and submitted
information is still incomplete. The variance process cannot go forward until the application is
complete.

The site plan submitted does not provide us with the necessary information to reach a conclusion
regarding necessary variances. A site plan identifying lot size, existing conditions, setbacks, and
the size of existing structures will be required in order to proceed with Mr. Telstad's request.
Staff has previously indicated a need for this information, specifically identifying the potential
need for up to five variances. These included variances to Sections 1004.01A3 (Detached
Accessory Building Size Limit), 1004.01A4 (Requirements for Increasing Maximum Size),
1004.0lA5 (Overall Area), 1004.01A6 (Maximum Total Surface Area), and 1004.01A8
(Minimum Setbacks).

The site map you submitted with the application is a City produced computer generated map that
is not accurate and does not indicate any of the information requested pertaining to existing site
conditions and setbacks. In order for the City to continue the variance process a site plan
indicating all existing site conditions in necessary. The plan must include the size of the house,
attached garage, detached garage, and shed; the size of the driveway and an sidewalk or patio;
the exact parcel size; and setbacks of all structures from property lines.
