File 3350: (Continued Hearing) Adoption of Annual (2001) <br />Comprehensive Plan Revisions and declaring the 2002 Capital Improvement <br />Program consistent with the Comprehensive Plan. <br /> <br />Chair Rhody opened the hearing and requested Thomas Paschke provide <br />background as per the project report dated January 2, 2002. <br /> <br />Each year in December/January the Roseville Planning Commission and City <br />Council affirm the Comprehensive Plan changes that have occurred during the <br />previous year. During the year, public hearings are held on all plan changes <br />before the Commission and Council approve them. Most amendments are then <br />sent to the Metropolitan Council for their review (if they have not been sent <br />earlier). In order to keep track of amendments to the Plan, the Planning <br />Commission has annually scheduled a hearing on the affirmation of the changes. <br />If approved, the changes are included on an addenda sheet in the front of the <br />Plan. <br /> <br />The Planning Commission is also required by State Statute 462.356 to hold a <br />public hearing to review and detennine whether the City of Roseville Capital <br />Improvement Program (CIP) for the upcoming year (2002) is consistent with the <br />Comprehensive Plan. <br /> <br />On November 14 and December 12,2001, the Community Development <br />Department presented the Commission with infonnation regarding the 2001 <br />reaffirmation of the City's Comprehensive Land Use Plan and the Capital <br />Improvement Plan. Since those two hearings, city staff has completed all the <br />necessary changes/modifications, which are discussed below and attached (new <br />information only) for your review and comment <br /> <br />Chair Rhody asked for comments from the public (None). <br /> <br />Member Duncan asked for details of the housing costs in Roseville. Dennis <br />Welsch explained the details of median income and housing cost, noting that the <br />Metropolitan Council is currently studying how to improve this statistic. <br /> <br />Chair Rhody closed the hearing. <br /> <br />Motion: Member Rhody moved, Member Mulder seconded, to adopt the 2001 <br />- 2002 updated Comprehensive Plan and recommend the City Council approve <br />the updated Plan. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br /> <br />Motion: Member Rhody moved, Member Mulder seconded, to advise the <br />Council, that after review of the Comprehensive Plan and the Capital <br />Improvement Plan the 2002 CIP is consistent with the Roseville Comprehensive <br />Land Use Plan. <br />
