PI :UBLIC HE::U~G <br />tem escnptIOn: optIOn 0 nnua ompre enSlVe an eVlSIOns an ec anng <br />the 2002 Capital Improvement Program consistent with Comprehensive <br />Plan (PF3350). <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Each year in December/January the Roseville Planning Commission and City Council <br />affirm the Comprehensive Plan changes that have occurred during the previous year. <br />(The Comprehensive Plan was rewritten and adopted in September 1994.) During the <br />year, public hearings are held on all plan changes before the Commission and Council <br />approve them. Most amendments (see examples below) are then sent to the Metropolitan <br />Council for their review, comment, and approval. <br /> <br />1.2 In order to keep track of amendments to the Plan, the Planning Commission has annually <br />scheduled a hearing on the affirmation of the changes. If approved, the changes are <br />included on an addenda sheet in the front of the Plan. <br /> <br />1.3 This year the Planning Commission's public hearing on the changes that have occurred <br />during 2001 began on November 14, 2001 and continues to the hearing at the December <br />12 meeting. The following sections indicate modifications that have occurred in 2001 or <br />are currently being revised. These changes and revision to all maps will be provided to <br />the Commission at the December 12 or January 2 meeting. <br /> <br />1.4 The Planning Commission is also required by State Statute 462.356 to hold a public <br />hearing to review and detem1ine whether the City of Roseville Capital Improvement <br />Program (CIP) for the upcoming year (2002) is consistent with the Comprehensive Plan. <br /> <br />1.5 On November 14,2001, the Community Development Department presented the <br />Commission with information regarding the 2001 reaffirmation of the City's <br />Comprehensive Land Use Plan and the Capital Improvement Plan. This information <br />indicated in Section 2 below was incomplete and required further effort by the city staff. <br />Since the November meeting city staff has completed several of the items which are <br />attached for your review and comment. <br /> <br />2.0 COMPREHENSIVE PLAN REVISIONS - A chart of the entire plan, sections, and <br />appendices is incorporated in the front of the Plan. Changes for 2001 are shown in red. <br />An executive summary of the 1500 page document has also been prepared. In addition, a <br />Citizen's Guide to the Comprehensive Plan (a Plan snapshot) has been prepared for <br />distribution in 2002. <br /> <br />PF 3350 - RPCA (12/12/01) - Page 1 of 4 <br />
