<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br /> <br />DATE: 11/14/01 <br />ITEM NO: 6c <br /> <br />Agenda Section: <br />PUBLIC HEARING <br /> <br />Adoption of Annual (2001) Comprehensive Plan Revisions and declaring <br />the 2002 Capital Improvement Program consistent with Comprehensive <br />Plan (PF3350). <br /> <br />Manager Approved: <br /> <br />1.0 BACKGROUND <br /> <br />1.1 Each year in December/J anuary the Roseville Planning Commission and City Council <br />affirm the Comprehensive Plan changes that have occurred during the previous year. (The <br />Comprehensive Plan was rewritten and adopted in September 1994.) During the year, <br />public hearings are held on all plan changes before the Commission and Council approve <br />them. Most amendments (see examples below) are then sent to the Metropolitan Council <br />for their review, comment, and approval. <br /> <br />1.2 In order to keep track of amendments to the Plan, the Planning Commission has annually <br />scheduled the affirmation of the changes and inclusion of the changes on an addenda <br />sheet in the front of the plan. <br /> <br />1.3 This year the Planning Commission's public hearing on the changes that have occurred <br />during 2001 begins on November 14,2001 and will continue to the hearing at the <br />December 12 meeting. The following sections indicate all modifications that have <br />occurred in 2001 or are currently being considered for revision. These changes and <br />revision to all maps will be provided to the Commission at the December meeting. <br /> <br />1.4 The Planning Commission is also required by State Statute 462.356 to hold a public <br />hearing to review and determine whether the City of Roseville Capital Improvement <br />Program (CIP) for the upcoming year (2002) is consistent with the Comprehensive Plan. <br /> <br />2.0 COMPREHENSIVE PLAN REVISIONS -A chart of the entire plan, sections, and <br />appendices is incorporated in thefi~ont of the Plan. Changesfor 2001 are shown in red. <br /> <br />2.1 Section 1 - Introduction/Background: (Zoning Maps) Illustrates all land use zoning <br />designations based on City approvals to December 31, 2000, including a spreadsheet <br />breakdown of each designation by area and percent of total city land area. <br /> <br />2.2 Section 2 - Demographics Profile: The demographic profile is in the process of being <br />rewritten and will include Census 2000 information about Roseville.
