<br />EXECUTIVE SUMMARY <br /> <br />The City of Roseville Comprehensive Plan <br /> <br />Preface: Because the City of Roseville believes in thinking strategically and <br />understanding the current and future needs of the resident and customer, it has created a <br />statenlent of its nlission, vision, goals and policies. This "statement" is the Roseville <br />Comprehensive Plan ("Plan"). What follows is a sumnzary ~f the Plan and related <br />studies, which rnay be viewed on the Internet, through use of a CD, or in 1500 pages of <br />paper. In any form, it is the City's officially adopted policy docwnent used by citizens, <br />elected and appointed officials, and staff to provide background and direction on City <br />development decisions. <br /> <br />SECTION 1. THE CITY AT A GLANCE. <br /> <br />Roseville - a City of People, Jobs, and Parks - is a link, bridging the northern <br />borders of Saint Paul and Minneapolis. It is a first-ring, fully developed suburb <br />and home to 34,000 residents, 2,300 businesses, and 39,250 jobs. With 14.7 square <br />miles, Roseville is the third largest city in Ramsey County. The County, with <br />508,000 residents, is home to the State Capital in Saint Paul and to seven colleges <br />or universities. <br /> <br />At the turn of the century, Roseville was a farming community from where <br />flowers and farm vegetables were sent to Saint Paul, garbage was sent to the <br />farms, and well-fed pigs were sent to market. Suburban growth in Roseville <br />began in the 1940's when Saint Paul residents followed the state and county <br />highways north, buying larger lots just beyond the city. <br /> <br />Incorporated in 1948, Roseville has grown into a diverse, well-planned, <br />financially stable, full-service community. As a community Roseville has <br />received numerous awards. School districts have won national merit awards as <br />well as state athletic awards. The park and recreation system has received a <br />national gold meda1. Roseville's business community includes local retail stores <br />with sales in the top 5% in the nation and businesses that are global leaders in <br />medical research, data storage and security, and identification systems for blood <br />and mechanical parts. <br /> <br />Growth in Roseville occurred in the 1960s and 1970s when Roseville grew from <br />less than 8,000 to over residents. (See map, Section 1) The majority of the <br />residential growth has occurred east of Snelling A venue and south of State <br />Highway 36, while commercial and industrial growth has generally occurred in <br />areas west of Snelling and north of Highway 36. The regional shopping center, <br />Rosedale, is located at Snelling and Highway 36. One mile west of Snelling is <br />Interstate 35W.
