<br />REQUEST FOR COUNCIL ACTION <br /> <br /> <br />DATE: 01/28/02 <br />ITEM NO: III - A <br /> <br />Agenda Section:. <br />HEARING <br /> <br />Approval of Annual (2001) Comprehensive Plan Revisions consistent with <br />Comprehensive Plan (PF3350). <br /> <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 Each year in December/January the Roseville Planning Commission and City Council <br />affirm the Comprehensive Plan changes that have occurred during the previous year. (The <br />Comprehensive Plan was rewritten and adopted in September 1994.) During the year, <br />public hearings are held on all plan changes before the Commission and Council approve <br />them. Most amendments (see examples below) are then sent to the Metropolitan Council <br />for their review, comment, and approval. <br /> <br />1.2 In order to keep track of amendments to the Plan, the Planning Commission has annually <br />scheduled a hearing on the affirmation of the changes. If approved, the changes are <br />included on an addenda sheet in the front of the Plan. <br /> <br />1.3 This year the Planning Commission's public hearing on the changes occurred on <br />November 14 and December 12,2001, and January 2, 2002. <br /> <br />2.0 COMPREHENSIVE PLAN REVISIONS:- Attached is a chart of the entire plan, <br />sections, and appendices are incorporated in the fi'ont of the Roseville Comprehensive <br />Plan. Changesfor 2001 are shown in red. <br /> <br />New this year, an Executive Summary of the 1500 page document (including appendix) <br />has been prepared. In addition, a Citizen's Guide to the Comprehensive Plan (a Plan <br />snapshot) has been prepared for distribution in 2002 in new resident packs, at the <br />customer counters, by Internet, and through Economic Development Packets. <br /> <br />2.1 Section 1 - IntroductionlBackground: A new introduction was written, including an <br />explanation of the amendment process. New maps illustrate all land use changes <br />designations based on City approvals to December 31, 2000, including a spreadsheet <br />breakdown of each designation by area and percent of total city land area. <br /> <br />2.2 Section 2 - The Land and It's People: The demographic profile has been rewritten and <br />will include Census 2000 information about Roseville. The updated information will be <br />incorporated into the 2001 affirmation and a complete re-write of this Section will occur <br />in mid-2002 after the final census reports are available. <br /> <br />PF 3350 - ReA (01/28/02) - Page 1 of 1 <br />
