<br />show locations of major capital projects between 1990 and 2000 and include <br />roads, utilities, pathways, new parks and park improvements. <br /> <br />The Roseville Comprehensive Plan is divided into 1J sections by topic and an <br />appendix. What follows is a summary of Sections 2 through 11 of the <br />Comprehensive Plan. <br /> <br />SECTION 2. DEMOGRAPHY. <br /> <br />Who lives and works here? Where are the children? Many people ask for details <br />about the demographic make-up of the community. Section 2, the Community <br />Profile provides answers in charts and maps illustrating Roseville's population <br />by age, sex, density, ownership, tenure and other measures. Over the past 40 <br />years the community has grown from less than 8,000 residents in 1950 to 33,690 <br />in the 2000 Census. By 2020 at maximum, Roseville will grow by about 10 <br />percent to a total of 37,000 residents. By age group, Roseville has a growing <br />senior population and a shrinking youth group. Over the past 40 years, the under <br />5 age group has declined from 16 percent of the population to less that two <br />percent; those between 5 and 19 have declined from 32 percent of the population <br />to slightly more than 15 percent; and those over age 65 have increased from two <br />percent to nearly 20 percent. Typical of most first ring suburbs, senior females <br />make up as much as 60 percent of the over 65 age group. Racially, Roseville is <br />made up of nearly 90 percent white Americans and ten percent minorities. The <br />largest minority consists of Asian Americans which doubled in size in the last ten <br />years to now account for four percent of the population. <br /> <br />SECTION 3. GOALS AND POLICIES. <br /> <br />The view of the future or "vision" of Roseville is contained in a process called <br />Vista 2000 and Vista 2010. This citizen participation process is a critical part of <br />updating the Roseville Comprehensive Plan. The question, "What should <br />Roseville look like in the next ten years?" is asked for many topics such as land <br />use, transportation, housing, neighborhoods, economic development, <br />environment, parks, and community facilities. From the Vista 2000 process <br />where nearly 100 residents participated, a set of goals and polices were <br />developed. These goals and policies are the current foundation of the Plan. There <br />are specific goals and policies on development and maintenance of the <br />residential, commercial, industrial sectors; as well as goals and policies for <br />transportation, community facilities, economic development, anJ <br />environment/natural resources.
