<br />areas and the old Mack Hotel. Since 1994, Ryan Construction, the <br />designated developer through 2003, has built four office/flex buildings <br />totaling more than 320,000 SF of space. Contamination clean up in this <br />area totaled more than $4 million and included the establishment of a tax <br />increment district, a tax increment sub district and a Metropolitan Council <br />Tax Base Revitalization Grant. Over 1,100 jobs are now located in these <br />high tech/ flex buildings. <br /> <br />The redevelopment of the remaining parcels in the Twin Lakes Mixed Use <br />Business Park is a high priority for the City over the next 10-15 years, with <br />a majority of the redevelopment occurring after the construction of Twin <br />Lakes Parkway scheduled to begin in 2003-04. In 2000-01, Roseville <br />revised the master plan for Twin Lakes and completed a State <br />Environmental Impact Planning Document called an Alternate Urban <br />Area Review (AUAR). The City received a grant from the US <br />Environmental Protection Agency to conduct environmental assessments <br />in the area. The new estimates for development include up to three <br />million square feet of new multi-level office and medical facilities and 500 <br />-700 units of housing. This will add an estimated 5,000 new jobs to the <br />region generating annual payroll of $400 million and an estimated new <br />construction value of $300 million. <br /> <br />Redevelopment strategies are only effective if the current business climate is <br />strong. Therefore, focusing on retaining and expanding Roseville's business base <br />is key to the long-term success of the City. Roseville's current retail sector is <br />strong with the presence of a regional shopping center and surrounding retail <br />complexes. The manufacturing, high technology and medical sectors should be <br />expanded to support Roseville's goals for quality employment. The business <br />retention and development strategies focus on these key sectors. <br /> <br />The planned work program actively communicates with approximately 200 <br />businesses in Roseville through the Business Link Program. The Business Link <br />Program includes one-'on-one visits, monthly faxed newsletter and quarterly <br />business luncheons. It encourages the area Chamber of Commerce to be the <br />support and communication mechanism for the retail community. The City <br />attempts to attract and retain businesses that provide quality jobs. Businesses <br />with minimal outside storage requirements that process or manufacture their <br />products in an environmentally sensitive manner are the City's focus in the <br />following industry sectors: <br />1) Medical- pharmaceutical and biomedical <br />2) Printing <br />3) Light Manufacturing <br />4) High Tech and Information Based Technology including Computer, <br />Telecommunication and research services. <br />5) Environmental Technology and Services <br /> <br />Roseville Comprehensive Plan - 200 I Update <br /> <br />Executive Summary -Page 10 of 15 <br />
