<br />I. INTRODUCTION <br /> <br />A. Historical Background <br /> <br />Being uniquely located adjacent to Minneapolis and Saint Paul, the City of <br />Roseville was incorporated as a municipality in May 1948. The population of the <br />City at that time was 4,650 (See Location Map). The City's first comprehensive <br />plan was adopted in 1956 when the City had a population of 17,000 people. Some <br />of the principal accomplishments of the 1956 Comprehensive Plan include: <br /> <br />1. The concentration of major industrial development in the western part of <br />the City. <br /> <br />2. Concentration of commercial activity into regional and neighborhood <br />shopping limited the growth and negative influence of "strip commercial" <br />development. <br /> <br />3. Creation of a complete municipal park system including Central Park and <br />smaller neighborhood parks and playgrounds. <br /> <br />4. Establishment of the orderly development of single family residential <br />subdivision. <br /> <br />In 1969 (with a population of 34,439) the City prepared its second comprehensive <br />plan. Some of the major features of the 1969 Comprehensive Plan included: <br /> <br />1. Establishment of a regional shopping center in the northwest corner of the <br />intersection of State Highway 36 and Snelling Avenue. <br /> <br />2. Development of a civic center, including City HalI, fire station, ice arena, <br />and public works facility. <br /> <br />3. Development of the City's park system. <br /> <br />4. Continuation of the orderly development of residential land uses. <br /> <br />In 1979 (with a population of 35,820) the City prepared its third comprehensive <br />plan. SonLe of the major features of the 1979 Comprehensive Plan included: <br /> <br />1. The redevelopment of the area between Fairview A venue and Interstate <br />35W from industrial usage to a commercial area. <br />2.
