I. INTRODUCTION A. Historical Background Being uniquely located adjacent to Minneapolis and Saint Paul, the City of Roseville was incorporated as a municipality in May 1948. The population of the City at that time was 4,650 (See Location Map). The City's first comprehensive plan was adopted in 1956 when the City had a population of 17,000 people. Some of the principal accomplishments of the 1956 Comprehensive Plan include: 1. The concentration of major industrial development in the western part of the City. 2. Concentration of commercial activity into regional and neighborhood shopping limited the growth and negative influence of "strip commercial" development. 3. Creation of a complete municipal park system including Central Park and smaller neighborhood parks and playgrounds. 4. Establishment of the orderly development of single family residential subdivision. In 1969 (with a population of 34,439) the City prepared its second comprehensive plan. Some of the major features of the 1969 Comprehensive Plan included: 1. Establishment of a regional shopping center in the northwest corner of the intersection of State Highway 36 and Snelling Avenue. 2. Development of a civic center, including City HalI, fire station, ice arena, and public works facility. 3. Development of the City's park system. 4. Continuation of the orderly development of residential land uses. In 1979 (with a population of 35,820) the City prepared its third comprehensive plan. SonLe of the major features of the 1979 Comprehensive Plan included: 1. The redevelopment of the area between Fairview A venue and Interstate 35W from industrial usage to a commercial area. 2. Development of multiple family housing south of Highway 36 between Snelling and Cleveland A venue and in the northeast corner of the city along Rice Street.
