The City vacancy rate for <br />rental property has reduced from 10%) in 1990 to about than 2(X, in 2000, yet the turn-over <br />rate can be as high as 30%) per year particularly as young adults move in and out. The construction of new homes continued into the 1970's, and again in the <br />1990's as infill sites and town homes became popular. Little developable land (less than <br />2%) created a demand for rehabilitation and maintenance of the existing housing stock. <br />Less than 400 new rental properties have been built since 1990.
