A. <br />Agenda Section: <br />Consent <br /> <br />Item Description: FIRST READING OF ORDINANCE to amend and correct Section <br />1005.07 (B-6, Mixed Use Business Park District (PF3351). <br /> <br /> <br />jc'f;/t/)j ^/I~-; f~" <br />i 'W./ , -1...---/) (",,.,- <br /> <br />1.0 <br /> <br />REVIEW of PROPOSAL: <br /> <br />1.1 In December of 2001, the City of Roseville adopted the new "B-6" Mixed Use Office Park zoning <br />district text. Since then we have had a series of discussions with properties owners and attorneys <br />about the permitted uses and the non-conforming uses allowed by the new text. It was clear from <br />those discussions that the December 2001 "B-6" ordinance was not complete and had missing <br />words from the approved Master Plan. Staff has prepared a correction to the language (attached) <br />which adds the permitted uses. It does not deal with the issue of pre-existing non-conforming uses <br />which, at a later time, will be dealt with in all zoning districts, not just the "B-6" zone. <br /> <br />1.2 By adding language to the "B-6" and listing more permitted uses, the City may make this zone <br />more accommodating to current and future developers. A "Mixed Use Business Park District" is <br />defined as a project area containing a consistent architectural mix of office, office-laboratory, <br />office-showroom-warehousing, bio-technical, biomedical, high-tech software and hardware <br />production uses with services such as retail, health, fitness, lodging and multifamily housing that, <br />to some degree, support the office and research. A "Mixed Use Business Park District" should <br />create a unique, safe and high-quality work, housing, and recreational environment by installing <br />extraordinary, architecturally distinct buildings, parkways, transit and transportation services, site <br />planning, landscaping, parks, pedestrian pathways, and lighting. The Roseville "B-6" zoning <br />district requires that the developer file both a site and use plan and ultimately a PUD consistent <br />with the city's approved master plan for the area. <br /> <br />2.0 PLANNING COMMISSION AND STAFF RECOMMENDATIONS: <br /> <br />2.1 The Community Development staff recommended approval of the corrections by adding the uses <br />(shown as underlines in the draft ordinance) to the B-6 "Mixed Use Business District." <br /> <br />2.2 On November 6,2002, the Planning Commission recommended approval of the amendment to the <br />existing B-6, "Mixed Use Business Park District" to add the new, more clearly defined uses. <br /> <br />3.0 SUGGESTED COUNCIL ACTION: <br /> <br />3.1 Hold the first reading of the proposed text to correct the ordinance. <br />3.2 Consider waiving a second reading, and if agreed to, then. . . <br />3.3 By motion, approve of the proposed correction "uses" which amend the B-6, "Mixed Use Business <br />Park District, consistent with the purpose and intent of the Comprehensive Land Use Plan <br />Business Park definition and designation. <br /> <br />Prepared by: Thomas Paschke (490-2236) and Dennis Welsch (490-2232) <br />Attachtrent: Proposed Ordinance. 60-<lay review not applicable. \\Victoria\CommDev\Planning Files\335 I_Business Park Designation\Ord- <br />Amendment-RPCA(121602).doc <br /> <br />PF3351 - Ord-Amendment-RPCA(121602) Page I <br />
