<br />STRATEGY 4 <br /> <br />Improve the balance between automobiles and other modes of transportation, such as <br />transit, bicycle and pedestrian. <br /> <br />Action 4-A <br /> <br />Require new projects to meet on-site parking requirements, sidewalks, and bus <br />stops supported by frequent and direct bus service. Analyze the need for parking <br />ramps and City participation on all new "clusters" of redevelopment. <br /> <br />Action 4-B <br /> <br />Encourage the continued and increased coordination of bus service between <br />Rosedale and the business parks via the Roseville Circulator and other Metro <br />Transit bus routes. As an alternative, evaluate other public and private transit <br />systems to meet the needs of the residential and business community. <br /> <br />Action 4-C <br /> <br />Develop incentive programs which encourage employers to institute flexible <br />working hours, use transit, promote the use of park-and-ride lots, encourage car <br />and van pooling, improve transit service to provide more frequent buses and more <br />direct routes, and use of alternatives such as bicycles or walking. <br /> <br />Action 4-D <br /> <br />Install pathway/sidewalks improvements including paths separate from the <br />roadway, additional bicycle lanes within the roadway pavement, sidewalks and <br />improved bicycle parking facilities. Connect sidewalk systems where gaps occur. <br />In addition, improve signage for bus, parking, and pathway signage. <br /> <br />Action 4- E <br /> <br />Work with MnDOT and Ramsey County to ease the traffic flow and correct <br />congestion problems. <br /> <br />Action 4- F <br /> <br />Encourage new Business Park development near existing housing and where new <br />residential housing is appropriate to decrease reliance on automobile and provide <br />a balance between jobs and housing. <br /> <br />6 <br />
