<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />Department Approval: <br />DPW/TP <br /> <br />DATE: 11/06/01 <br />ITEM NO: 6e <br />Agenda Section: <br />PUBLIC HEARING <br /> <br />Item Description:A request by the Roseville Community Development Department to amend <br />and correct Section 1005.07 (B-6, Mixed Use Business Park District <br />(PF3351 ). <br /> <br />1.0 REVIEW of PROPOSAL: <br /> <br />1.1 In December of 200 1, the City of Roseville adopted the new B-6 Mixed Use Office Park zoning <br />district text. Since then we have had a series of discussions with properties owners and attorneys <br />about the permitted uses and the non-conforming uses allowed by the new text. It was clear from <br />those discussion that the December 2001 ordinance to describe these permitted uses was not <br />complete, nor flexible enough. Staff has prepared an update to the language (attached) which adds <br />the permitted uses. It does not deal with the issue of pre-existing non-conforming uses which, at a <br />later time, will be dealt with in all zoning districts, not just the B-6 zone. <br /> <br />1.2 By adding language to the B-6 regarding the permitted uses, the City may make this zone more <br />accommodating to current and future developers. A "Mixed Use Business Park District" is defined <br />as a geographically identifiable area which contains a consistent architectural mix of office, office- <br />laboratory, office-showroom-warehousing, bio-technical, biomedical, high-tech software and <br />hardware production uses with support services such as limited retail, health, fitness, lodging and <br />multifamily housing. <br /> <br />1.3 A "Mixed Use Business Park District" should create a unique, safe and high-quality work, <br />housing, and recreational environment by installing extraordinary, architecturally distinct <br />buildings, parkways, transit and transportation services, site planning, landscaping, parks, <br />pedestrian pathways, and lighting. Related architectural and planning design principles for Twin <br />Lakes are now being prepared and will be presented to the Commission in December or January. <br /> <br />2.0 STAFF RECOMMENDATION: <br /> <br />2.1 The Community Development Department recommends that the Commission discuss and consider <br />the uses (shown as underlines in the draft ordinance) to the B-6 "Mixed Use Business District." <br /> <br />2.2 The Commission should provide the City Council with a recommendation to amend the existing <br />B-6, "Mixed Use Business Park District" to add the new, more clearly defined uses. <br /> <br />3.0 SUGGESTED PLANNING COMMISSION ACTION: <br /> <br />By motion recommend approval (approval w/modifications) of the proposed "use" amendments to the B-6, <br />"Mixed Use Business Park District as consistent with the purpose and intent of the Comprehensive land <br />Use Plan definition and designation. <br /> <br />Prepared by: Thomas Paschke (490-2236) and Dennis Welsch (490-2232) <br />Attachm:nt: Proposed Ordinance. 60-day review not applicable. <br />\\ Victoria\CommDev\Planning Files\3351_ BusinessPark Designation\Ord-Amendment-RPCA( II 0602).doc <br /> <br />PF3351 - Ord-Amendment-RPCA( II 0602) Page I <br />
