<br />REQUEST FOR CITY COUNCIL ACTION <br /> <br /> <br />roval: <br /> <br />DATE: 01/28/02 <br />ITEM NO: III B <br /> <br />Agenda Section: <br />PUBLIC HEARINGS <br /> <br />A request by Stoney River Development for Preliminary Plat and <br />General Concept Plan approval of an eight lot single family <br />residential planned unit development on the 2.25-acre parcel at 495 <br />Iona Lane (PF3357). <br /> <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 Brent Thompson, (Stoney River Development) has requested approval of a preliminary <br />plat and a General Concept Plan for an eight lot single family residential planned unit <br />development in accordance with Section 1008.l0C of the Roseville City Code. <br /> <br />1.2 The proposal seeks approval to subdivide the 2.25-acre parcel at 495 lona Lane into an <br />eight lot residential development with 8 single-family, owner occupied, detached <br />structures. The proposal will slightly increase lot and house density on the 2.5 parcel <br />from that which is allowed under Section 1004.02D5 of the Roseville City Code. <br /> <br />PROJECT REVIEW HISTORY <br /> <br />. Application accepted on December 13,2001 <br />. 60-day review deadline on February 12,2002. <br />. Staff Review: Approval with conditions - January 2, 2002. <br />. Plamling Commission: Recommendation (approval) - January 2, 2002. <br />. Anticipated Council action on preliminary plat and General Concept Plan - January 28, <br />2002 <br />. Anticipated Council action on final plat and Final Development Plan late February. <br /> <br />2.0 REVIEW of REQUEST: <br /> <br />2.1 The density of the proposed eight-unit development would be 3.55 units per gross acre or <br />4.08 units per net acre (after street improvements). The zoning in this neighborhood area, <br />"R -1", allows for up to 4 units per acre. The Comprehensive Plan in this area is Low <br />Density Residential, "LDR", which allows for a density of 4 units per acre as well. The <br />proposed use is consistent with the both the Plan and the Zoning Code. The applicant <br />estimates the value of the units (land, building, improvements) at approximately <br />$300,000 per unit. <br /> <br />2.2 The proposed PUD creates a 50-foot wide road right-of-way and a 1 OO-foot wide cul-de- <br />sac right-of-way.
