<br />REQUEST FOR PLANNING COMMISSION ACTION <br /> <br />Item Description: <br /> <br />DATE: 01/02/02 <br />ITEM NO: 7a <br /> <br />Agenda Section: <br />PUBLIC HEARINGS <br /> <br />A request by Stoney River Development for General Concept/Final <br />Development Plan approval of an eight lot single family residential <br />planned unit development and subdivision on the 2.25-acre parcel at 495 <br />Iona Lane (PF3357). <br /> <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 Brent Thompson, (Stoney River Development) has requested consideration of planned <br />unit development within a combined General Concept and Final Development Plan <br />(Section IOOS.IOC) of the Roseville City Code. <br /> <br />1.2 The proposal seeks approval to subdivide the 2.25-acre parcel at 495 lona Lane into an <br />eight lot residential development with S single-family, owner occupied, detached <br />structures. The proposal will slightly increase lot and house density on the 2.5 parcel <br />from that which is allowed under Section I004.02D5 of the Roseville City Code. <br /> <br />PROJECT REVIEW HISTORY <br /> <br />. Application accepted on December 13,2001 <br />. 60-day review deadline on February 12,2002. <br />. Staff Review: Approval with conditions - January 2, 2002. <br />. Planning Commission: Hearing - January 2,2002. <br />. Anticipated Council Action January 2S, 2002 <br /> <br />2.0 REVIEW of REQUEST: <br /> <br />2.1 The proposed eight-unit development would be 3.55 units per gross acre or 4.0S units per <br />net acre (after street improvements). The zoning in this neighborhood area, "R-l", allows <br />for up to 4 units per acre. The Comprehensive Plan in this area is Low Density <br />Residential, "LDR", which allows for a density of 4 units per acre as well. The proposed <br />use is consistent with the both the Plan and the Zoning Code. The applicant estimates the <br />value of the units (land, building, improvements) at approximately $300,000 per unit. <br /> <br />2.2 The proposed PUD creates a 50-foot wide road right-of-way and a IOO-foot wide cul-de- <br />sac right-of-way. The street pavement design is a 2S-foot wide road and an SO-foot wide <br />cul-de-sac. <br /> <br />2.3 The applicant proposes a five to six foot elevation increase from lona Lane to the <br />northern most point of the cul-de-sac, with lookout and walkout lots being graded into <br />the site to match existing contours on the parcel. <br /> <br />PF3357 - RPCA PUD Concept 010202 Page 1 <br />
