A. <br /> <br />Agenda Section: <br />PUBLIC HEARINGS <br /> <br />A request by Stoney River Development for Final Plat, Final <br />Development Plan (PUD) and Draft Planned Unit Development <br />Agreement approval of a seven lot single family residential planned <br />unit development on the 2.25-acre parcel at 495 lona Lane (PF3357). <br /> <br /> <br />1.0 BACKGROUND: <br /> <br />1.1 Brent Thompson, (Stoney River Development) has requested approval the following <br />items: Final Plat of Ow as so Ridge, Rezoning, Final Development Plan for a single-family <br />residential planned unit development and Planned Unit Development Agreement. <br /> <br />1.2 The proposal seeks approval to develop the 2.25-acre parcel at 495 lona Lane into a <br />seven lot residential development with seven single-family, owner occupied, detached <br />structures. The proposal will slightly increase lot and house density on the 2.25 parcel <br />from that which is allowed under Section 1004.02D5 of the Roseville City Code. <br /> <br />PROJECT REVIEW HISTORY <br /> <br />. Application accepted on December 13, 2001 <br />· 60-day review deadline on February 12,2002 and April 29, 2002. <br />. Staff Review: Approval with conditions - January 2,2002. <br />. Planning Commission: Recommendation (approval) - January 2,2002. <br />. City Council action on Preliminary Plat and General Concept Plan - January 28, 2002 <br />. City Council action on Rezoning Ordinance, Final Plat, Final Development Plan and <br />Agreement - March 4, 2002. <br /> <br />2.0 REVIEW of REQUEST: <br /> <br />2.1 The density of the proposed seven-unit development would be 3.11 units per gross acre <br />or 3.54 units per net acre (after street improvements). The zoning in this neighborhood <br />area, "R-I", allows for up to 4 units per acre. The Comprehensive Plan in this area is <br />Low Density Residential, "LDR", which allows for a density of 4 units per acre as well. <br />The proposed use is consistent with the both the Plan and the Zoning Code. The applicant <br />estimates the value of the units (land, building, improvements) at approximately <br />$300,000 per unit. <br /> <br />2.2 The proposed PUD creates a 50-foot wide road right-of-way and a 100-foot wide cul-de- <br />sac right-of-way.
