Rosedale Transit Hub Meeting Notes

July 16, 2002

Attendees:
City of Roseville:
Metro Transit:
Rosedale Repr:

Cathy B., Dennis W. Duane S., Deb B.
Aaron 1.
Rollin H., Dan P.

Roseville Update:

· Roseville passed out a summary of the building coverage. Roseville staff
continues to work on an ordinance change that would increase the permitted lot
coverage from 25-30 percent which would make all Shopping Center zoned areas
conforming to the city code. The AugustZoning Committee will review this
section of the code. Roseville asked that Rosedale representatives to update the
numbers in the report since they were calculated using GIS data rather than an
actual count of parking spaces.

Metro Transit Update:

· Aaron provided a summary of the funding for the project. The $5 million dollars
allocated to the project includes 80 percent from Federal dollars and 20 percent
from Met Council funds. The grant comes with Federal regulations which require
a public bid process, prevailing wages, MWB requirements. Therefore, Aaron
suggested that Metro Council coordinate the ultimate construction of the project
to ensure that these requirements are achieved. In addition, the funding requires
that the State maintain an interest in the structure. This could be as an easement,
lease, ownership and must include both the structure and area designated for
parking field. As an example there could be a ground lease on the parking ramp
with an easement for the parking fields.

Rosedale Update:

· Rolling continues to work with Ramsey County regarding the tax impact to the
tenants based upon a new ramp.

. Dan presented various sketch plans for the ramp and possible expansion of the
center. Refinement and modifications will be made using Architectural Alliance.
The new restaurants between Herbergers and Mervyns includes a no build zone
which will have an impact on these revisions. A cost of at lease $10,000 per
parking space is anticipated for each ramp option.

. The lease agreement between the transit station and Rosedale was discussed and
both parties agree to clarify how it may impact future expansions.
