Current and future jobs, tax base, and community image are at stake here. They include: <br /> <br />1) Is Rosedale really exceeding the city code's building coverage requirement (25%) of their site? Will the Council consider <br />a variance or an amendment to the requirement to allow 30% or redefine building coverage? <br /> <br />2) Will the City Council consider the parking deck as "building coverage" or non-occupiable parking space (not included in <br />the 25% requirement)? <br /> <br />3) Will the City Council agree to act as an intermediate conduit for funds from Metro Transit, sent to the city as a grant, <br />then paid by the city to the shopping center for reimbursement of deck construction? What role will the County and MnDOT <br />play in this improvement? (Karl Keel suggested one solution may be a parking deck and transit hub over the top of <br />Highway 36.) How can we integrate the pedestrian and link all these malls at the same time? Will the mall owners north of <br />B-2 cooperate - we have more traffic and parking problems there, too! <br /> <br />4) How does the Council feel about expansion of Rosedale in general? <br /> <br />5) How does this all integrate with the Knight-Ridder planning week in November (assuming they approve the week)? Can <br />the K-R program be a starting point for a new City master plans for the entire area (1100 acres) in which we deal with <br />urban design, architecture, and infrastructure at one time? <br /> <br />6) How do we make certain that public funds for transit also help relive traffic snarls around the mall, especially on B-2 and <br />especially since we will be upgrading the B-2 pedestrian ways with another grant in the next two years? <br /> <br />Just some thoughts - a time to talk to the Council would be nice, especially on a one-to-one basis like Arona, and Rollin <br />would find time to do this in July as well.
