I do not oppose this
request. I live at 1276 Eldridge Ave., immediately east of the Church
parking lot.

I do wish to request that three important conditions be placed on the
Interim Use Permit for this facility. These conditions are:

1. All buses must use the entrance to the Church on Hamline Avenue
and be
banned from using any of the adjacent side streets: Dellwood, Eldridge,
and
Skillman. These streets do not have sidewalks and are used frequently by
pedestrians, especially children. These people are accustomed to very
little
traffic on these streets and do not alter their behavior during the
State
Fair. If buses use these streets, this results in a very dangerous
condition. I have personally witnessed occasions where children were
walking
north on Dellwood and buses have stopped only just in time as they
turned
the corner from Eldridge.

2. When the Church parking lot is full, the overflow patrons must
be advised
to park at other Park-N-Ride locations instead of on the adjacent
neighboring streets. In the past, the people supervising the parking
have
told patrons to use the neighboring streets. This has caused
inconvenience
for the neighbors and a dangerous condition on the streets.

3. The group that supervises the parking must patrol the parking
lot and
adjacent land for litter at least once a day. In the past, litter from
patrons of the parking facility has been a problem for neighbors.

Thank you for your consideration. Please convey these comments to the
members of the Planning Commission and the City Council.

Randy Neprash
