Message

09/13/2002

Schwartz (E-mail)
Subject: Remote parking for the State Fair - in Roseville

Good morning:

I am writing to follow up on a discussion before the City Council
concerning the remote parking lots for the State Fair at various
locations around Roseville. I am Randy Neprash. I live at the southeast
corner of Dellwood and Eldridge, adjacent to the parking lot for St.
Rose of Lima Church.

We are currently having a problem with overflow parking. When the
church lot is full, additional cars are parking on the neighborhood
streets around the parking lot. Please see the attached photos of this
type of parking on Eldridge, Dellwood, and Skillman:

<<Eldridge.jpg>> <<Dellwood.jpg>> <<Skillman.jpg>>

Our neighborhood streets are used as sidewalks, especially by children
in the neighborhood. The combination of extra traffic in the
neighborhood because of the Fair parking and having the streets
narrowed by the unusual number of parked cars results in an unsafe
condition for the pedestrians using the street. I would guess that
other Fair remote parking locations are experiencing similar problems
and safety concerns. I urge you to take the following measures, if not
this year then in-the future:

* Install temporary No Parking signs on the streets adjacent to
the remote Fair parking lots, with temporary parking permits issued to
the residents

o the signs need to be official and the parking restrictions need
to be enforced

* Make sure that the Fair has a system in place to guide patrons
to other available parking locations when some of their lots are full

o All the lots should be linked by radio so that they can
determine where parking is available and patrons can be directed to the
appropriate locations

o The Fair needs to have an overflow location that patrons can be
directed to when all the remote lots are full

o

Maps showing all the lots should be available at every location

In general, we are supportive of the program for remote Fair parking.
It affects our neighborhood dramatically, but it is a well-run and
worthwhile program. When we have commented on operational details in
the past, we have usually received a cordial and constructive response
from the Fair staff and the St. Rose men's group. Almost all the
problems with this program at the St. Rose site have been resolved. We
believe that the gentlemen staffing the parking lot are instructing
people to park at other locations than the adjacent streets. This does
not seem to be working well enough.
