<br />4.0 PROJECT SPECIFICS: <br /> <br />4.1 The request by the Minnesota State Fair anticipates seven separate Interim Use Permits, one for <br />each of the seven proposed park & ride sites, and each with certain conditions of use and <br />operation. <br /> <br />4.2 The Fair has operated park & ride facilities at the requested sites and others in Roseville for <br />many years. However, last year the City received telephone calls from residents adjacent to <br />one of the proposed sites (Bethany Baptist Church) complaining about vehicle noise and Fair <br />patron conduct. The complaint prompted the Community Development Department to review <br />and discuss the situation with Steve Grans, Transportation Coordinator for the Minnesota State <br />Fair. The conclusion of our meeting was to proceed through the Interim Use Permit process, <br />attempting to formalize and shape park and ride usage in Roseville eliminating their previously <br />unregulated use. <br /> <br />4.3 Each of the seven proposed park & ride lots includes the following items: <br /> <br />. Staffing provided by Minnesota State Fair employees and volunteer groups that are paid <br />by the Fair. Staffing needs are dependent on the size of the site and the number of <br />spaces provided. <br /> <br />. Two-way radio communication with park & ride supervisor (hourly radio security <br />checks beginning at 8 p.m.). <br /> <br />. Provision of portable restrooms and trash containers (emptied daily). Minnesota State <br />Fair responsible for cleaning lots. <br /> <br />. 10 foot by 10 foot tent to provide shade for those waiting for transportation to Fair <br />Grounds. <br /> <br />. Information and directional signage set-up and removed by park & ride personnel. <br />Directional signage is limited to 2-112 foot by 3 foot signs directing people and vehicles <br />on to each site and "lot full' signs places at each entrance for patron convenience. <br /> <br />. Coach or transit bus service to operate in 15 to 20 minute intervals from 8 a.m. to 10 <br />p.m. each day during the Fair. Bus service contracted with Metro Transit and/or Lorenz <br />Bus Company. <br /> <br />. Provision by each property owner of a certificate of insurance with the State of <br />Minnesota Risk Management Division for liability. <br /> <br />4.4 Minnesota State Fair has included letters of intent from each property owner (Bethany Baptist <br />Church, Church of Corpus Christi, Grace Church of Roseville, Roseville Covenant Church, <br />Roseville Area High School, St. Michael's Lutheran Church, and The Church of St. Rose) for a <br />park & ride in 2002 (August 22 to September 2). <br /> <br />4.5 A site plan and photos of each site taken during the 2001 State Fair have been submitted for <br />informational purposes. <br /> <br />PF3370 ReA (03/04/02) - Page 2 of 6 <br />
