<br />7.2 The Commission also questioned staff and Steve Grans, Minnesota State Fair regarding the <br />operation of each site (see attached minutes). <br /> <br />7.3 The Planning Commission recommended approval (6-0) of the seven interim use permits with <br />some slight modifications to the proposed conditions presented by staff. The revised <br />conditions are as follows: <br /> <br />A. The hours of operation (defined as hours when staffing, monitoring and bus service is <br />available) at each of the seven sites are from 8 a.m. to midnight during the 12-day <br />Minnesota State Fair. Parking shall only occur on the permitted, paved surface within <br />each site. <br /> <br />B. Each site must have a minimum of one portable restroom that is cleaned on a regular <br />basis (every four days); portable restrooms shall be placed no closer than 75' to any <br />adjoining residence. <br /> <br />C. Each site must have trash containers appropriately placed throughout the site to <br />encourage use and each site must provide clean up on streets adjacent to their site. <br />Each trash container must be emptied daily. <br /> <br />D. Each site must be monitored (walked by volunteer staff) hourly between the hours of 8 <br />a.m. and 7 p.m. and every half hour between the hours of7 p.m. and midnight. <br /> <br />E. Each site is allowed directional signage and a "lot full"sign not exceeding 28 inches by <br />36 inches. Directional signage must be placed on the site directing users away from <br />local residential streets. Set-up and takedown of directional signage and other pertinent <br />information must take place daily. <br /> <br />F. All bus traffic must take place on collector streets; St. Rose must use Hamline Avenue <br />only as entry/exit for buses. <br /> <br />G. The Interim Use Permit for Bethany Baptist Church shall be reviewed by staff in 2002 <br />(and reported to the Commission and Council) to determine whether adjacent property <br />owner concerns have been properly addressed. Loading/unloading shall take place in <br />the parking lot; Skillman shall be the entry for buses and Cleveland shall be the exit for <br />buses. <br /> <br />H The Interim Use Permits for Church of Corpus Christi, Grace Church ofRoseville, <br />Roseville Covenant Church, Roseville Area High School, St. Michael's Lutheran <br />Church, and St. Rose do not have an annual review component at this time. <br /> <br />I The City shall have the ability, should altercations, events, or issues arise, to shut down <br />a lot if deemed necessary by the City Manager or his/her assignee. <br /> <br />J The Community Development Staff, based on citizen complaints, will administratively <br />review each IUP to determine whether modifications are necessary and forward such <br />reports as necessary for appropriate action. <br /> <br />PF3370 ReA (03/04/02) - Page 5 of6 <br />
