7.2 The Commission also questioned staff and Steve Grans, Minnesota State Fair regarding the operation of each site (see attached minutes). 7.3 The Planning Commission recommended approval (6-0) of the seven interim use permits with some slight modifications to the proposed conditions presented by staff. The revised conditions are as follows: A. The hours of operation (defined as hours when staffing, monitoring and bus service is available) at each of the seven sites are from 8 a.m. to midnight during the 12-day Minnesota State Fair. Parking shall only occur on the permitted, paved surface within each site. B. Each site must have a minimum of one portable restroom that is cleaned on a regular basis (every four days); portable restrooms shall be placed no closer than 75' to any adjoining residence. C. Each site must have trash containers appropriately placed throughout the site to encourage use and each site must provide clean up on streets adjacent to their site. Each trash container must be emptied daily. D. Each site must be monitored (walked by volunteer staff) hourly between the hours of 8 a.m. and 7 p.m. and every half hour between the hours of7 p.m. and midnight. E. Each site is allowed directional signage and a "lot full"sign not exceeding 28 inches by 36 inches. Directional signage must be placed on the site directing users away from local residential streets. Set-up and takedown of directional signage and other pertinent information must take place daily. F. All bus traffic must take place on collector streets; St. Rose must use Hamline Avenue only as entry/exit for buses. G. The Interim Use Permit for Bethany Baptist Church shall be reviewed by staff in 2002 (and reported to the Commission and Council) to determine whether adjacent property owner concerns have been properly addressed. Loading/unloading shall take place in the parking lot; Skillman shall be the entry for buses and Cleveland shall be the exit for buses. H The Interim Use Permits for Church of Corpus Christi, Grace Church ofRoseville, Roseville Covenant Church, Roseville Area High School, St. Michael's Lutheran Church, and St. Rose do not have an annual review component at this time. I The City shall have the ability, should altercations, events, or issues arise, to shut down a lot if deemed necessary by the City Manager or his/her assignee. J The Community Development Staff, based on citizen complaints, will administratively review each IUP to determine whether modifications are necessary and forward such reports as necessary for appropriate action.
