PUBLIC HEARING <br /> <br />Item Description: A request by the Minnesota State Fair for an Interim Use Permit for <br />seven park & ride lots in Roseville (PF3370). <br /> <br />1.0 PROJECT REVIEW: <br /> <br />1.1 The Minnesota State Fair seeks Interim Use Permits to allow the operation of park & ride <br />lots on seven properties in Roseville during the State Fair (two weeks in late August and <br />early September). The properties include Bethany Baptist Church, Church of Corpus <br />Christi, Grace Church of Roseville, Roseville Covenant Church, Roseville Area High <br />School, St. Michael's Lutheran Church, and The Church of St. Rose. <br /> <br />1.2 Each site would have a specific Interim Use Permit designed around current conditions <br />and proximity to adjacent residential properties, and be allowed for an initial five-year <br />time frame. <br /> <br />PROJECT REVIEW HISTORY <br /> <br />· Application submitted on December 17, 2001 <br />· Determined complete on December 26, 2001 <br />· 60-day review deadline on February 12,2002. <br />· 60-day extension approved January 28,2002 till April 17, 2002 <br />· Staff Review: Approval with conditions - February 6, 2002. <br />· Planning Commission: Hearing February 6, 2002. <br />· Anticipated Council Action - February 25,2002 <br /> <br />2.0 SUMMARY OF RECOMMENDATIONS: <br /> <br />2.1 The Community Development Staff recommends approval of the request by the <br />Minnesota State Fair for seven site specific Interim Use Permits with the conditions <br />indicated in Section 6 of this project report. <br /> <br />3.0 SUGGESTED ACTION: <br /> <br />3.1 By motion recommend approval of seven site specific Interim Use Permits for the <br />Minnesota State Fair, subject to the conditions listed in Section 6 of this project report. <br /> <br />3.2 Action on request can be individually (seven separate motions) or combined in a single <br />motion (if conditions are the same for each). <br /> <br />Project specifics, staff findings, and detailed recommendation found on following pages. <br /> <br />PF3370 RPCA (02/06/02) Page 1 of 4 <br />
