<br />REQUEST FOR ROSEVILLE LOCAL DEVELOPMENT <br />CORPORATION ACTION <br /> <br />DATE: 9-10-90 <br /> <br />ITEM NO. : <br /> <br /> <br />Department APp~val: <br /> <br />(!/~jjA!) <br /> <br /> <br />Item DescriJ~on: <br /> <br />Manager Reviewed: <br /> <br />Agenda section: <br />Roseville Local <br />Development Corp. <br /> <br />Authorization to enter into three agreements <br />relating to the community Development Block <br />Grant for moderate priced single family homes. <br /> <br />If the Local Development corporation will recall, it had approved <br />the submission of a Community Development Block Grant, to assist <br />with the construction of six single family homes at Old Highway 8. <br />In order to move forward with this project, the City needs to <br />authorize entering into three agreements. <br /> <br />1. Aqreement between Ramsev County and the Roseville Local <br />Development Corporation <br /> <br />The standard agreement between the Local Development <br />Corporation and Ramsey County needs to be signed. This <br />agreement regulates the relationship between Ramsey County <br />and the Roseville Local Development Corporation. This is <br />virtually the "boiler plate" agreement that has been utilized <br />for the Villa Park, Lincoln, and P.A.Y.E.R, programs. Mr. <br />Bell has reviewed this application and has approved its <br />signature (copy not attached due to length). <br /> <br />2. Purchase Agreement Relating to the Rosewood Knoll Property <br /> <br />The Local Development Corporation must first purchase the <br />property from Argo Construction that would then be <br />transferred to Advanced Design. This agreement relates to <br />potential defaults, existing litigation, hazardous <br />substance, local ordinance violations, etc. (copy not <br />attached due to length). <br /> <br />3. Development Contract with Advanced Design (copy attached) <br /> <br />This agreement conveys the land purchase from Arco to <br />Advanced Design. The agreement indemnifies the City in terms <br />of hazardous waste considerations and requires the developer <br />to construct the homes on the site. In addition, a letter of <br />credit is required to ensure that the outlot with the <br />petroleum contamination is properly cleaned and the building <br />is indeed constructed on Lot 4. It should also be pointed <br />out that the development corporation will also be loaning <br />$30,000 to facilitate the purchase of one of the outlots. <br />(The development corporation will not be in the chain of <br />
