Under <br />separate cover I am sending you a copy of our year 2002 membership application for your reference. <br /> <br />While I cannot speak in this instance for the entire Association my comments do represent a considerable portion of the <br />neighborhood as well as myself. <br /> <br />With respect to the current issue of Roseville's "Shoreline Ordinance" under current consideration by the Planning Commission <br />and, ultimately, Roseville's City Council: <br /> <br />1. A total and comprehensive review of the Shoreline Ordinance is sorely needed. To simply add/revise the fencing portion in <br />unwise and short-sighted. Piecemeal review of any legislation invites continuing, nagging future problems. Mayor John K and I <br />have discussed a comprehensive review of Roseville's 1016 code for over a year, I was under the impression that he agreed with <br />my position. <br /> <br />2. To deal with the current issue (Hoff vs. Shielly....an issue which I was previously told by the Mayor that was dealt with by the <br />city by binding arbitration) a simple variance would seem to be the wisest solution. The Planning Commission issues variances all <br />the time. As nearly as I can determine there has not been a bevy of requests for fencing on lake/pond property over the last 10 <br />years. <br /> <br />3. A legal determination of what constitutes a property's "front yard" on lakeshore/pond property is essential. This was a major <br />issue discussed extensively with Duane Schwartz at our Task Force meetings this year of the Capitol Region Watershed's <br />Advisory Group for the Lake McCarrons Management Plan. Lakeside landscaping and general blight issues were also extensively <br />discussed. The Planning Commission should be made aware of these highly relevant discussions. <br /> <br />I would appreciate your keeping me informed of future developments. <br /> <br />For the record, my informal survey of Lake McCarrons residents there is not much support for lakeside fencing of any kind for <br />whatever reasons. Lakes are a resource for all residents who have a stake in the management both for environmental and visual <br />blight issues. Residents in my are, both lakeside and in the neighborhood, have continually lamented the visual blight of many <br />properties around the lake for over 11 years. I have received many phone calls and been party to many discussions concerning <br />the Shielly/Hoff fence caper. A number of citizens have given credit to the City of Roseville (erroneously perhaps?) for the fence <br />removal. <br /> <br />Thank you <br /> <br />07/26/2002 <br />
