AP.proved: <br />~J ~~ <br />Itell Description: A request by Paul Adam for a Minor Subdivision (Recombination) to <br />modify an existing property line between 520 Ryan Avenue and 515 <br />Roselawn Avenue (PF3364). <br /> <br />Agenda Section: <br />CONSENT <br /> <br />1.0 REQUESTED ACTION: <br /> <br />1.1 Mr. Paul Adam, property owner of both 520 Ryan Avenue and 515 Roselawn Avenue is <br />requesting City Council approval of a "Recombination" between two legal conforming <br />lots in Roseville. <br /> <br />1.2 Section 11 04.04B specifies the procedures for consideration and approval of a <br />"Recombination." Specifically, this section of the City Code states: "Recombination: To <br />divide one recorded lot or parcel in order to permit the adding of a parcel of land to an <br />abutting lot and create two (2) buildable parcels, the proposed subdivision, in sketch <br />form, shall be submitted to the City Council for approval. No hearing or Planning <br />Commission review is necessary unless the proposal is referred to the Commission by the <br />Community Development Director for clarification. The proposed recombination shall <br />not cause any portion of the existing lots or parcels to be in violation of this regulation or <br />the zoning code. Within thirty (30) days after approval by the City Council, the applicant <br />shall supply a certificate of survey to the Community Development Director and City <br />Manager for review and approval. After completion of the review and approval by the <br />Community Development Director and City Manager, the survey shall be recorded by the <br />applicant with the Ramsey County Recorder within sixty (60) days after approval by the <br />City Manager." <br /> <br />2.0 REVIEW of REQUEST: <br /> <br />2.1 Mr. Adam desires to split off the rear portion of his lot at 515 Roselawn Avenue and <br />attach it to the large parcel belonging to 520 Ryan Avenue. <br /> <br />2.2 Mr. Adam requests approval of an approximate 60 foot wide by 160 foot deep parcel <br />division from 515 Roselawn Avenue to be included with 520 Ryan A venue, the parcel <br />lying directly to the nOlih. <br /> <br />2.3 Staff has reviewed the attached sketch plan for the proposed recombination and has <br />concluded that the lot line modification does not create setback inconsistencies. The <br />applicant must make sure that the minor subdivision of the rear property line for 515 <br />Roselawn A venue creates a minimum rear setback for the existing detached accessory <br /> <br />PF3367 -ReA 010702 Page I of I <br />
