<br />OS/24/2002 11:43 AM <br /> <br />I, Neal Beets, Roseville City Manager, hereby authorize and direct the <br />issuance of a building permit for the Chirello garage at 2415 Dale Street <br />upon submission of the requisite drawings and satisfaction of all permit <br />issuance requirements, EXCEPT I hereby waive the impervious surface <br />requirement and the requirement to demolish the existing garage before <br />construction on the new garage. I waive these requirements for the <br />following reasons. <br /> <br />Having spoken with Thomas Paschke, the Chirellos and the Sussell <br />representative, Dennis Jarnot, I believe it may be a hardship on the <br />Chirello's to go through another variance process relating to the <br />impervious surface requirement. Their financing and construction <br />contracts are apparently approved and ready to go. Moreover, I believe a <br />variance for the impervious surface requirement would have been <br />approved if sought. Runoff from the gargage roof is being handled by <br />gutters. Runoff from the asphalt surfaces is toward Dale Street and <br />should not present a problem for any neighbors. Mr. Chirello indicates <br />he will work with Sussel to minimize asphalt drive surfaces where <br />feasible. Further, the garage improvement will reflect a significant <br />improvement in the current situation at this residence. Neighbors, I <br />believe, will welcome the new situation. Mr. Chirello indicates he will put <br />the racing car, which is currently outside on a trailer, into the new <br />garage. And, he will get rid of the small car lying outside under a blue <br />tarp. Respecting the sequence of demolition, Mr. Chirello has many tools <br />in the old garage and he will move them to the new garage as soon as <br />possible but he does not want to move them twice. <br /> <br />I take full and complete personal responsibility for these decisions. <br /> <br />Neal Beets <br /> <br />
