Thomas Paschke, City Pl<:).pner
Community Development Department, City of RosevillE:
2660 Civic Center Drive
Roseville, Minnesota 5511'3

December 26, 2001

Dear Mr. Paschke:

Weare writing to you to apply for a conditional use permit and upgrade our
current state-licensed group family daycare to a daycare center with a limited
number of children at our home. Our Chinese Family Day Care was opened in
1998. Right now, there are 14 children in our care and it is in full enrollment in
accordance to the family day care limitation. However, due to our good services
and excellent teaching programs (Chinese, English, math, music, piano and
drawing all taught by professional teachers), more and more parents of Chinese
children are trying to put their children in our day care. [n addition, some parents
of the children adopted from China also want their ch lldren in this program to
learn Chinese language and culture. We have to put them on waiting list. We
have tried to find a public place to set up a day care center, but can not find any
one in this community. We are considering upgrading our family day care to a
day care center with a limitation of 21 children and requ~sting your approval.
Our house is a R -1 single-family residence district, but it has unique features to
become a day care center with a limited number of children.
1. Spacious rooms inside the house---1500 sq. ft. available for the children's
activities.
2. Very large yard with playground---yard is 300 feet long and 200 feet wide,
surrounded by walls of lush shrubbery, 180 feet away from the neighbors of
either side and 600 feet away from the neighbor in the back and in front of the
house is public street.
3. Ample concrete parking 10t---2400 sq. ft. with a capacity of 10 cars, besides,
street parking is available for 8 cars in front of the property.
4. Strong management and teachers---Laiyun Yan, MA of Education, University
of St. Thomas, Junxia Li, BA of pre-schoolers, No:ihwest University, P. R.
China and both have 3 years of child care experience. We also have
