HRA Meeting <br />Minutes – Tuesday, September 30, 2014 <br />Page 4 <br />1 <br />Ms. Kelsey reported that she was also working on a potential study at Hamline University <br />2 <br />overseen by retired City of Oakdale City Manager and former City of Roseville Community <br />3 <br />Development Director Crag Waldren for the hotel/motel situation study. <br />4 <br />5 <br />Ms. Kelsey advised that she anticipated a final report by the students on their findings; with the <br />6 <br />consensus of the HRA to have the students attend the next HRA meeting as they begin the <br />7 <br />study to review the scope of the project and received input from the body. Ms. Kelsey <br />8 <br />explained that it would be time-prohibitive for the students to attend, as the deadline for the <br />9 <br />work plan was already in place, and the availability of the students based on their other class <br />10 <br />schedules would be difficult to coordinate. Ms. Kelsey advised that the original intent, as <br />11 <br />presented to the instructor and students, had been for a one-time final presentation of their <br />12 <br />findings to a joint meeting of the City Council and HRA. <br />13 <br />14 <br />At the request of Member Wall, Ms. Kelsey reviewed how the scope of the study had been <br />15 <br />developed by staff through direction of the City Council and HRA; and issues brought forward <br />16 <br />by various City Departments (e.g. HRA, Police, and Community Development) and elements <br />17 <br />brought to the City’s attention by hotel/motel owners and managers, as well as the Roseville <br />18 <br />Visitors Association, through information provided from reports from Ramsey County <br />19 <br />inspections. Ms. Kelsey noted the need to address the current situation, what organization was <br />20 <br />identifying issues, and what organization responded and provided follow-up on conditions <br />21 <br />found. <br />22 <br />23 <br />For the benefit of Member Wall, Member Masche noted that this study dovetailed well into the <br />24 <br />HRA’s business outreach and strategies. <br />25 <br />26 <br />Ms. Kelsey also noted it addressed the HRA’s goal in stabilizing the business community and <br />27 <br />keeping the overall community vitalized and preventing blight and avoiding larger problems. <br />28 <br />29 <br />Specific to the SE Roseville study, Member Etten stated that he found it encouraging that the <br />30 <br />newly formed neighborhood had organized (McCarron’s Neighborhood Association) and <br />31 <br />interested in engaging, and asked that staff involve their group as appropriate in this study to <br />32 <br />gain their perspectives as well. Member Etten noted that the neighborhood was outlined by <br />33 <br />Highway 36 to Larpenteur and Dale Street to Rice Street; and further noted that Members <br />34 <br />Etten, Wall and Majerus were all residents of that area and involved in the organization. <br />35 <br />36 <br />Ms. Kelsey noted that the Police Department representative was engaged with that community <br />37 <br />neighborhood organization, and noted that their involvement was vital, as well as including the <br />38 <br />immigrant population, all of which had been provided as background information for the <br />39 <br />student study group. Ms. Kelsey noted that it was unfortunate that the U of MN’s semester <br />40 <br />was not sufficiently long enough to do a more in-depth study, but would be limited to the top <br />41 <br />priorities provided by staff, with how to engage the community of vital importance. Ms. <br />42 <br />Kelsey opined that the entire study was more global than just the limited student study and <br />43 <br />information available from staff to-date; and advised that the students were encouraged to <br />44 <br />coordinate with the School District as it related to bussing and kids in the neighborhood, and <br />45 <br />other transportation options available for the population to have more mass transit options. <br />46 <br />Ms. Kelsey noted that there was currently a large gap from Dale Street to Larpenteur Avenue, <br />47 <br />and updated information – as part of the study – was needed on those transportation needs to <br />48 <br />provide to the Metropolitan Council for their future transportation planning efforts. <br />49 <br />50 <br />10.
