<br />4. Impact of the use on the market value of contiguous properties; <br />5. Impact on the general public health, safety and welfare; and <br />6. Compatibility with the City's Comprehensive Plan <br /> <br />WHEREAS, the following has been concluded regarding the proposal and the criteria in <br />Section 1004.01A4 of the Roseville Zoning Code: <br /> <br />A. The proposed use will not dramatically increase traffic to the (destination) site, <br />nor will the proposed use increase the need for additional on-site parking. <br />B. The proposed use is consistent with the existing uses within the facility and is <br />consistent with the surrounding mix of office, showroom, and retail uses. Hence, <br />the building and the proposed new use will not have an impact on surrounding <br />property or values. <br /> <br />C. There appears to be no impact on general health, safety, and public welfare. <br /> <br />WHEREAS, Section 302.13 (Off Sale License Regulations) of the Roseville City Code <br />requires Council issuance of a liquor license premised on a sales area must not less than 1,600 <br />square feet; and said license must meet other applicable requirements of Section 302. . <br /> <br />WHEREAS, on March 6, 2002, The Roseville Planning Commission held the public <br />hearing regarding the Love From Minnesota request for a conditional use permit voted (6-0) to <br />recommend approval of the conditional use permit, subject to the following conditions: <br /> <br />A. The retail wine sales area be a minimum of 1,600 square feet in size and located within <br />the current footprint of the existing building. <br /> <br />B. The conditional use permit expires 6 months after approval if a building permit (interior <br />remodeling) has not been issued. (Section 1013.03) <br /> <br />NOW, THEREFORE, BE IT RESOLVED, by the Roseville City Council, to approve of <br />the conditional use permit granting Love From Minnesota a conditional use permit to allow "off- <br />sale" wine sales at 2465 Fairview Avenue, based on the findings and conditions indicated above. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Council <br />Member Kysylyczyn, and upon vote being taken thereon, the following voted in favor thereof: <br />Maschka, Schroeder, Klausing, Kough, Kysylyczyn <br />and the following voted against the same: None <br /> <br />WHEREUPON said resolution was declared duly passed and adopted. <br />
