HRA Meeting <br />Minutes – Tuesday, October 21, 2014 <br />Page 2 <br />1 <br />8.Presentations <br />2 <br />3 <br />Economics and Statistic Overview by Paul Bilotta <br />a. <br />4 <br />Community Development Director Paul Bilotta provided an overview of statistical and <br />5 <br />demographic information related to local economics and housing. Mr. Bilotta noted that the <br />6 <br />purpose of the presentation was to provide a sample of background information to spark <br />7 <br />ongoing conversations; to identify areas of concern before they become visually apparent; to <br />8 <br />identify issues for future study. Mr. Bilotta stated that he had presented similar information in <br />9 <br />other communities in which he’d worked, and thought that information may be useful to the <br />10 <br />Roseville HRA as well as they focused on limited resources, tracked changes in trends, and <br />11 <br />evaluated some of their past actions as to their effectiveness. Mr. Bilotta clarified that this <br />12 <br />presentation was intended to start questions, not answer them, by providing discussion future <br />13 <br />points. <br />14 <br />15 <br />Economic <br />16 <br />Mr. Bilotta provided comparisons from 2010 through the first quarter of 2014 for total <br />17 <br />Roseville wages and average wages per sector, population and economy-based <br />18 <br />exports/.imports compared to Minnesota overall employment. Additional information <br />19 <br />included the number of employers, with indications that the number of employers was <br />20 <br />increasing, with wages going up but jobs going down state-wide at approximately 2%, but <br />21 <br />Roseville consistently declining since 2011, actually down 6.5% from 2010 to 2014. Mr. <br />22 <br />Bilotta questioned if this indicated that small businesses were vacating the community. <br />23 <br />24 <br />Housing <br />25 <br />Mr. Bilotta noted that based on 1990 population figures, Roseville’s population was becoming <br />26 <br />more diverse, and also compared with 2010 Minnesota population by race and increasing <br />27 <br />minorities, Roseville was even more diverse that the overall state figures. Mr. Bilotta also <br />28 <br />reviewed Minnesota and Roseville population by age, comparisons of male and female <br />29 <br />residents. Mr. Bilotta noted that information indicated that the 20-50 year old range was <br />30 <br />missing in Roseville. <br />31 <br />32 <br />Mr. Bilotta presented an interactive web map showing Ramsey County property values from <br />33 <br />2004 – 2014, one of his personal concepts to help identify things ahead of time. The <br />34 <br />information included housing statistics (e.g. price points, general inflation, and if pricing was <br />35 <br />trending downward). Mr. Bilotta reviewed relative prices increases overall in Ramsey County <br />36 <br />and specific to Roseville; and areas showing some need for further examination or a more <br />37 <br />specific look to determine cause and effect. <br />38 <br />39 <br />Of note, Mr. Bilotta noted that the oldest housing in Roseville was located in the neighborhood <br />40 <br />east of Har Mar Mall, and that area, along with homes in the James Addition were areas to <br />41 <br />review more carefully, and an area in the Northwest Quadrant, which he attributed to a <br />42 <br />differential between the Cities of Roseville and New Brighton. <br />43 <br />44 <br />Mr. Bilotta noted that, around the University of Northwestern, home values seemed to be <br />45 <br />holding; however, he noted some potential challenges closer to the north side of the Twin <br />46 <br />Lakes and James Additions, along with properties east of Affinity Plus. Mr. Bilotta suggested <br />47 <br />the HRA may want to hone in on some of those pockets that may need attention; as well as the <br />48 <br />southeast area of Roseville. Mr. Bilotta clarified that he wasn’t predicting something bad was <br />49 <br />going to occur, just areas for special focus or lots or homes in the community that may be <br />50 <br />targets for reinvestment or rehabilitation. <br />51 <br />52 <br />Member Etten noted that, in the southeast area of Roseville in particular, there may be some <br />53 <br />areas showing up “red” that were open land, or had an older home on considerable acreage <br />54 <br />(e.g. McCarrons), but were not economic issues, only essentially vacant land, and that they <br />55 <br />didn’t indicate blight in all of those areas. <br /> <br />
