Variance Board Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Draft Minutes–Wednesday, November 5,2014–5:30p.m. <br />1.Call to Order <br />1 <br />Chair Boguszewskicalled to order the Variance Board meeting atapproximately 5:30p.m.and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2.Roll Call & Introductions <br />4 <br />At the request of Chair Boguszewski, City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: <br />Chair Michael Boguszewski;and Commissioners Robert Murphy and <br />6 <br />Shannon Cunningham; with Alternate Variance Board Member James <br />7 <br />Daire arrived at approximately 5:37 p.m. <br />8 <br />Staff present: <br />CityPlanner Thomas Paschke <br />9 <br />3.ReviewofMinutes <br />10 <br />On behalf of the Variance Board, Chair Boguszewski congratulated Councilmembers Robert <br />11 <br />Willmus and Tammy McGeheeon their recent re-election.Based on his and the Board’s past <br />12 <br />experience, Chair Boguszewski recognizedtheir individual commitment to being of the greatest <br />13 <br />service possible to the residents of the City of Roseville; and offered his personal interest and <br />14 <br />anticipation in working with them going forward. <br />15 <br />MOTION <br />16 <br />Member Murphymoved, seconded by MemberCunninghamto approve meeting minutes <br />17 <br />of October 8, 2014as presented. <br />18 <br />Ayes:3 <br />19 <br />Nays:0 <br />20 <br />Motion carried. <br />21 <br />4.Public Hearing <br />22 <br />PLANNING FILE No. 14-028 <br />23 <br />Request by Thomas and Melissa Biggs, owners of the property at 3088 W Owasso <br />24 <br />Boulevard, for a VARIANCE to the setback requirements of Section 1017.17C (Water- <br />25 <br />Oriented Accessory Structures) of Roseville City Code to allow an rebuilt structure to be <br />26 <br />relocated within required setbacks <br />27 <br />Chair Boguszewski opened the Public Hearing for Planning File 14-08at 5:34p.m. <br />28 <br />City Planner Thomas Paschkesummarized the request as detailed in the staff report dated <br />29 <br />November 5, 2014.While staff’s research has not been able to establish a date for <br />30 <br />construction/location of the existing boathouse, Mr. Paschke estimated it had been constructed <br />31 <br />prior to the 1979 shoreline ordinance going into effect.Mr. Paschke further advised that staff’s <br />32 <br />research had also not found any record of a previous variance being grantedfor that existing <br />33 <br />structure, which was a legal, non-conforming use. <br />34 <br />Alternate Variance Board Member James Daire arrived at approximately 5:37 p.m. <br />35 <br />At the request of Chair Boguszewski, Mr. Paschke confirmed that all residents living within 500’ of <br />36 <br />theproject, as well as the local Department of Natural Resources (DNR) office had been notified. <br />37 <br />Mr. Paschke advised that staff had received no comments to-date other than with the applicant <br />38 <br />and his representatives. <br />39 <br />ApplicantThomas Biggs, 3088 W Owasso Boulevard <br />40 <br />Mr. Biggs concurredwith staff’s written and verbal reports; and noted a letter of support included <br />41 <br />from the neighbor immediately to the north of his project; with the intent to preserve a mature tree <br />42 <br />on the property line between them, and move the boathouse further from the water and stabilize <br />43 <br />the structure. <br />44 <br />With Chair Boguszewski noting that moving a boathouse further from the water didn’t seem to be <br />45 <br />an ideal situation, Mr. Biggs advised that he was most interested in preserving the shoreline. <br />46 <br /> <br />
