The County Road C Streetscape Framework Manual is a proposed text <br />amendment to the transportation section of the comprehensive plan. The proposed amendment <br />provides a framework for streetscape and design elements incorporated into the reconstruction <br />and redevelopment of the 4.2-mile corridor along County Road C fi'om 1-35W to Rice Street. <br /> <br />The following remarks are advisory comments from technical staff: <br /> <br />Transportation (Ann Braden, 651-602-1705) <br /> <br />There is one correction to be noted in the County Road C Streetscape Framework Manual. On <br />Page 2-4, the manual notes that the County Road is classified by the Metropolitan Council as a B <br />minor arterial. County Road C is an A minor arterial (reliever-type). County Road C is being <br />reconstructed with Federal Surface Transportation Program (STP) funds in which B minor <br />arterials would not qualify for federal funding. <br /> <br />Recreation Open Space (Michael McDonough, 651-602-1054) <br /> <br />The plan looks like it will make great improvements to the area. When the plan is implemented, <br />native vegetation and landscaping should be utilized to the extent possible. Native vegetation is <br />better adapted to the climate and does not require the watering and landscape chemicals that some <br />non-native plant materials require. It provides storm water management by slowing down, <br />filtering and infiltrating the stormwater runoff. <br /> <br />The plan calls for accommodating bicyclists but they are only accommodated in pOliions of the <br />plan. Streetscape elements could also include bicycle racks. <br /> <br />This concludes the review and advisory comments for the Roseville plan amendment. Council <br />staff has determined that the proposed amendment is consistent with metropolitan system plans. <br />The proposed amendment appears unlikely to affect policies and plans in other chapters ofthe <br />Metropolitan Development Guide. Therefore, the Council will waive fUliher review on this <br />amendment and the city may place the amendment into effect immediately.
